Hospice & Palliative Care AdministratorPosition Summary

The Hospice & Palliative Care Administrator serves as the executive leader responsible for the overall management, regulatory compliance, strategic direction, and daily operations of the hospice and community-based palliative care programs. The Administrator ensures the organization delivers high-quality, patient-centered care while maintaining compliance with all federal Medicare Conditions of Participation, California Title 22 regulations, accreditation standards, and organizational policies.

The Administrator reports directly to the Governing Body and works collaboratively with the Director of Patient Care Services (DPCS), Medical Director, Compliance Officer, Finance, Human Resources, and interdisciplinary team leadership.

Essential Duties and ResponsibilitiesRegulatory Compliance

• Ensure compliance with all applicable federal, state, and local laws governing hospice and palliative care.
• Maintain compliance with Medicare Conditions of Participation (42 CFR Part 418).
• Ensure compliance with California Title 22 Hospice Regulations.
• Serve as primary liaison during surveys conducted by CDPH, CMS, accrediting organizations, and other regulatory agencies.
• Oversee implementation of corrective action plans following surveys or audits.
• Ensure maintenance of all required licenses, permits, certifications, and insurance.

Operational Leadership

• Direct daily operations of hospice and palliative care programs.
• Develop organizational goals, strategic initiatives, and annual operating plans.
• Ensure adequate staffing to meet patient care needs.
• Promote a culture of quality, safety, accountability, and compassionate care.
• Monitor census growth, referral development, service utilization, and operational efficiency.

Financial Management

• Develop and oversee annual operating budgets.
• Monitor revenue, expenses, productivity, and financial performance.
• Ensure compliance with Medicare billing requirements and reimbursement regulations.
• Collaborate with finance leadership regarding budgeting, forecasting, and financial reporting.
• Implement cost-effective operational practices without compromising quality.

Clinical Oversight

• Collaborate closely with the Director of Patient Care Services and Medical Director to ensure delivery of safe, effective, patient-centered care.
• Support interdisciplinary team effectiveness.
• Monitor quality indicators and patient satisfaction.
• Promote evidence-based clinical practices.

Quality Assurance & Performance Improvement (QAPI)

• Provide executive oversight of the organization's QAPI program.
• Review quality metrics, incident reports, infection prevention data, patient satisfaction, and outcome measures.
• Lead organizational performance improvement initiatives.
• Ensure implementation of corrective actions when deficiencies are identified.

Human Resources & Leadership

• Recruit, hire, mentor, and evaluate management personnel.
• Foster employee engagement and professional development.
• Promote ethical leadership and organizational accountability.
• Ensure staff education regarding regulatory requirements.

Community & Business Development

• Build relationships with hospitals, physicians, skilled nursing facilities, assisted living communities, and referral partners.
• Represent the organization within the healthcare community.
• Support growth of hospice and community-based palliative care services.

Governance

• Report regularly to the Governing Body regarding operational, financial, compliance, and quality outcomes.
• Assist with policy development and strategic planning.
• Ensure Governing Body responsibilities are fulfilled under applicable regulations.

Minimum QualificationsEducation

• Bachelor's degree or higher in Nursing, Healthcare Administration, Public Health, Business Administration (healthcare emphasis), or another health-related field required.
• Master's degree preferred.

Experience

• Minimum two (2) years of full-time supervisory or management experience within the past five (5) years in:
  • Hospice
  • Home Health Agency
  • Primary Care Clinic
  • Licensed Health Facility
• Five or more years of progressive healthcare leadership preferred.

Physical Requirements

• Ability to travel between office locations and patient care settings.
• Ability to sit, stand, and walk for extended periods.
• Ability to lift up to 25 pounds occasionally.

California Title 22 Requirements

The selected candidate must:

• Meet California Title 22 qualifications for Hospice Administrator.
• Be appointed by the Governing Body.
• Maintain eligibility under California regulations.
• Designate a qualified Administrator Designee in accordance with Title 22 requirements.
• Be available on-site or accessible by telecommunication during scheduled work hours.

Preferred Certifications

• Licensed Registered Nurse (RN) preferred but not required.
• Certified Hospice and Palliative Care Administrator (CHPCA) preferred.
• Master's degree in Healthcare Administration (MHA), MBA, MSN, or related field preferred.
