Job DescriptionDepartment of Medicine – Division of Allergy & Infectious Diseases has an outstanding opportunity for a Manager of Program Operations (Working Title: Director, Mountain West AIDS Education and Training Center) to join their team.About this OpportunityReporting to the Principal Investigator/Clinical Director, the Manager of Program Operations (Working Title: Director, Mountain West AIDS Education and Training Center [MWAETC]) provides strategic and operational leadership for one of eight federally funded regional AIDS Education and Training Centers (AETCs) in the United States. Funded by the Health Resources and Services Administration (HRSA), the MWAETC advances HIV prevention, care, and treatment by providing innovative education, training, and capacity-building programs for healthcare professionals and organizations throughout a ten-state region that includes Alaska, Colorado, Idaho, Montana, North Dakota, Oregon, South Dakota, Utah, Washington, and Wyoming.This position directs the strategic planning, implementation, and evaluation of regional education initiatives while overseeing grant operations, financial management, personnel, and collaborative partnerships. Working closely with University of Washington leadership, HRSA, regional partners, and healthcare organizations, the Director plays a critical role in strengthening the HIV workforce and advancing equitable access to high-quality HIV prevention and care throughout the Mountain West region.This is a 100% remote position requiring occasional regional and national travel.Key ResponsibilitiesProgrammatic and Strategic Planning (50%)Develop and lead the strategic planning process for the MWAETC program, involving Regional Office (RO) and regionally based Local Partner (LP) staff.Direct planning, implementation, and evaluation of MWAETC programming, including allocation of resources.Identify, plan, and oversee emerging programmatic priorities, including Ending the HIV Epidemic and Ryan White Program 2030 initiatives.Exercise independent discretion and judgment regarding organization-wide programmatic decisions.Determine annual program priorities in collaboration with the Principal Investigator, Clinical Director, and Regional Office Managers based on regional epidemiologic data, Regional Office and Local Partner assessment information, and HRSA priorities.Lead management team meetings to establish program vision, monitor Regional Office and Local Partner deliverables, and ensure effective communication and coordination across all staff.Develop and implement outreach and communication strategies for training partners and key stakeholders, including national and regional AETCs, Federal Training Centers, and minority-serving organizations.Ensure contractual and programmatic deliverables are achieved, documented, and communicated to the funding agency.Ensure all MWAETC activities comply with current federal policy, including review of educational content, website monitoring, and enduring educational materials.Develop and implement policies to address emerging programmatic issues.Manage the overall timeline of MWAETC deliverables related to grant objectives.Lead all grant and reporting activities required by the funding agency.Represent and promote the MWAETC at local, regional, cross-regional, and national meetings and conferences.Communicate directly with HRSA officials, state and local health departments, and other governmental agencies regarding MWAETC activities.Provide technical assistance to regional staff related to grant writing and partnership development.Collaborate across University of Washington programs and with external stakeholders to maximize resources and program impact.Financial and Administrative Management (25%)Develop the annual operating budget and future funding initiatives in collaboration with the PI and appropriate RO and LP staff.Provide strategic oversight of all MWAETC budgets in partnership with the Fiscal Specialist, including resource allocation, expenditure monitoring, and financial planning.Direct the development and implementation of administrative and fiscal policies and controls to ensure compliance with University, state, federal, and sponsor requirements.Personnel Administration (25%)Supervise, coach, and evaluate MWAETC RO staff.Support and foster staff development, performance, engagement, and effective teamwork.Oversee workforce planning and requests for new and replacement RO positions, position reclassifications, and salary increases.Lead or oversee recruitment, hiring, performance management, corrective or disciplinary action, and separation decisions for RO staff in accordance with University policies and procedures.Required QualificationsTo be considered for this opportunity your application must demonstrate you meet both the minimum qualifications and additional qualifications listed below. Equivalent education and/or experience may substitute for minimum qualifications except when there are legal requirements, such as a license, certification, and/or registration.Minimum QualificationsMaster's degree in public health, administration, education, or a related field and five years of progressively responsible program management experience, or an equivalent combination of education and experience.Equivalent experience may substitute for the degree requirement.Applicants who do not meet these qualifications WILL NOT be forwarded to the Hiring Department.Additional QualificationsDemonstrated organizational leadership, time management, and strategic planning skills.Demonstrated competence in federal health or public health grant writing and management.Demonstrated competence in financial operations, analysis, budget oversight, and business planning.Knowledge of HIV prevention, care, and treatment.Sound judgment and emotionally intelligent interpersonal skills, with the ability to engage meaningfully and effectively with diverse stakeholders.Effective written, verbal, and presentation skills, with demonstrated ability to build and sustain partnerships across local, regional, and national networks.Demonstrated ability to anticipate, recognize, analyze, and resolve complex problems.Ability to work effectively in a complex environment with multiple priorities and short deadlines and to manage several multidimensional activities simultaneously.Demonstrated collaborative leadership skills.Preferred QualificationsExperience managing HIV/AIDS programs and HRSA-funded grants.Prior experience with an AIDS Education and Training Center (AETC) or a comparable federally funded healthcare education program.Knowledge of HIV/AIDS trends, epidemiology, and issues affecting healthcare systems, the HIV workforce, and delivery of HIV prevention and care.Experience managing healthcare provider education and training programs.Experience working with under-resourced communities.Knowledge of co-occurring syndemics, including sexually transmitted infections, substance use, and hepatitis.Experience with University of Washington grant management and systems.Working ConditionsThis is a 100% remote position requiring occasional regional and national travel.The employee must be available to work more than 40 hours per week, as needed, based on business and project demands.Appointment to this position is contingent upon approval by the Health Resources and Services Administration (HRSA).Washington resident or willingness to relocate within the Mountain West service region.Application RequirementPlease submit a cover letter describing your interest in the Manager of Program Operations / Director, Mountain West AIDS Education and Training Center position and highlighting how your experience, skills, and background align with the responsibilities and qualifications outlined in the job posting.In your letter, please provide examples of relevant experience in areas such as program leadership, strategic planning, grant or fiscal management, staff leadership, and collaboration with internal and external partners. The MWAETC works in partnership with Regional Office staff, subcontracted Local Partners, healthcare organizations, public health agencies, and regional and national collaborators to strengthen the HIV workforce and expand access to high-quality HIV prevention, care, and treatment across a ten-state region.The MWAETC also collaborates with University of Washington programs and centers, including BIRCH, CFAR, the Addiction Technology Transfer Center, the Madison Clinic at Harborview, WWAMI, and other partners committed to improving HIV-related education and health outcomes.
