Description Title: Senior Investigator (Case Management and Operations) Hiring Unit: Office of the VP for Community Colleges, Administrative Affairs Location: Honolulu, Hawaii (Manoa) Date Posted: June 26, 2026 Closing Date: July 13, 2026 Band: B Salary: salary schedules and placement information Full Time/Part Time: Full-time Month: 11‑month Temporary/Permanent: Permanent Duties and Responsibilities Provides policy, program and administrative support to the Director of Compliance and other stakeholders. Conducts and manages prompt, impartial and thorough investigations for the Community Colleges in all areas of employee and student misconduct including discrimination based on sex, race, and other protected characteristics, sexual misconduct, workplace violence, and other misconduct prohibited by University policy. Evaluates and develops an investigative plan for complaints in accordance with University policy and recognized standards in employment and compliance. Manages and reviews all aspects of the investigative process including analyzing allegations, identifying pertinent issues, establishing scope and direction, communicating with parties, identifying witnesses, conducting interviews, gathering, securing and analyzing documentation and evidence. Manages and advises investigators on charging decisions, applying relevant policies and procedures, evidence gathering, case management and report writing. Manages and advises investigators on complaint management, policy analysis, and documentation. Develops internal resources to ensure high quality, consistent practice within the Compliance Office and to assist members in developing skills and expertise. Writes and reviews expert analytical fact‑finding reports with sound reasoning, clear facts, evidence and policy knowledge. With the Director of Compliance, creates investigative templates, civil rights guidance and model operating procedures for campus needs. Provides information, mediates and facilitates resolution of informal complaints, and provides guidance regarding resources for employees and students with civil rights concerns. Communicates and corresponds with parties, advocacy offices, campus coordinators, general counsel’s office and others regarding investigations and status. Applies perceptive judgment and problem‑solving in managing complex, potentially volatile cases. Identifies, analyzes and addresses civil rights and other compliance issues, including patterns or systematic problems affecting campus programs. Continuously integrates new guidance, law and best practices into investigative processes. Provides interpretation and advisory services to campus administration regarding UH policies, procedures, federal and state regulations and investigative best practices. Prepares and finalizes policy and procedural actions to ensure UH campuses are compliant with civil rights laws and regulations. Conducts training, develops educational materials, and assists with campus data collection and trend analysis. Assists with handling complaints submitted via the Whistleblower portal for the Community College System. Serves as lead for managing office operations, including data tracking, developing internal processes, and case management. Provides oversight by training, assigning work and reviewing compliance office operations coordinator’s work product. Provides oversight by training, assigning work and reviewing investigators’ work product in the Compliance Office. Exercises professional judgment to advise departments/campuses when policies are unclear or conflicting. Serves as Acting Director on a temporary basis while the Director is on leave. Minimum Qualifications Possession of a baccalaureate degree in Business Administration, Education, Human Resources, Social Sciences, or related field, and 5 years of progressively responsible experience with employee or student misconduct investigations, EEO or civil rights programs, human resources, litigation or related areas; or equivalent education/training and experience. Considerable knowledge of investigative principles, practices and techniques demonstrated by broad knowledge of investigative standards and evolving concepts. Considerable knowledge of applicable federal and state laws, rules, regulations and systems related to equal opportunity, civil rights, human resources and adjudication. Ability to resolve wide‑ranging complex problems through creative reasoning and logic to determine causes and solutions effectively and innovatively. Strong written, verbal and report‑writing communication skills. Skilled at establishing and maintaining effective working relationships with internal and external organizations, teams and individuals. Proficient in operating a personal computer and word processing software. If applicable for supervisory work, ability to lead subordinates, manage work priorities and projects, and manage employee relations. Supplemental Minimum Qualifications Considerable knowledge of compliance operations, including data management, internal process development and case management. Ability to remain neutral while conducting investigations and to work under multiple deadlines and sensitive timelines. Commitment to the principles and practices of civil rights. Ability to maintain confidentiality, exercise tact, discretion and good judgment. Capacity to travel independently in a timely manner to locations on Oahu and statewide. Willingness to work outside regular hours, including nights, weekends and holidays when needed. Considerable experience advising stakeholders at multiple levels on compliance, civil rights, policy review and analysis, and response to misconduct reports. Desirable Qualifications Graduate from an accredited law school with experience in employment law, litigation, civil rights, or related fields. Title IX or other employment‑related investigator certification. Experience in a post‑secondary institution demonstrating knowledge of EEO, Title IX and human resources. Experience analyzing, applying and advising stakeholders on University policies and procedures. Experience with sexual assault, sexual harassment, relationship violence and stalking in a university setting. Familiarity with case management systems.
