Recruitment Number 26-0185 The current vacancy positions are permanent, full-time positions with the Department of Labor & Industrial Relations. Salary: $5,369 to $6,535 per month (SR-22, Step D to I). Location Investigation Section, Hawaii Civil Rights Commission (HCRC), Department of Labor and Industrial Relations (DLIR). Agency Background The HCRC is responsible for the enforcement of the State's laws prohibiting discrimination in employment, housing and public accommodations, and access to state-funded services under Hawaii Revised Statutes, Chapters 368, 489, 515, and Part I of 378. The Investigation Section provides staff support to the HCRC in the intake, investigation and informal complaint resolution relating to alleged unlawful discriminatory practices. Position Summary Investigator IV level conducts and/or supervises investigations concerning suspected or actual violations of civil, administrative, and criminal laws, rules, regulations, or other legal requirements within the agency's jurisdiction. Responsibilities include determining case approach, gathering evidence, preparing reports, and performing related duties as assigned. Responsibilities Conduct intake and investigation of complex discrimination complaints involving employment, real property transactions, public accommodations, access to state-funded services, or any other matter under HCRC's jurisdiction. Perform other related duties as assigned. Requirements Basic Education/Experience : Bachelor’s degree from an accredited four-year college or university. Specialized Experience : Two and one-half (2-1/2) years of progressively responsible professional investigative experience, demonstrating: A. Initiative, ingenuity, resourcefulness, and judgment required to collect, assemble, and develop facts and other pertinent data. B. Ability to think logically and objectively, analyze and evaluate facts, evidence and related information, and arrive at sound conclusions. C. Skill in written and oral reports and presentation of investigative findings in a clear and concise manner. D. Tact, discretion, and capacity for obtaining the cooperation and confidence of others. Selective Certification Requirement (Civil Rights Experience) : Applicants must possess demonstrated knowledge of civil rights laws, rules, and regulations pertaining to discrimination, the types of evidence required to prove a violation, recognize patterns or practices which are inherently discriminatory or pretextual, and make evaluative judgments and recommendations for remediation. Minimum six (6) months of professional civil‑rights related work experience is required. Examples of qualifying experience: A. Attorney or hearings examiner with a caseload including civil rights discrimination cases. B. Legal assistant with independent research and evaluation in civil rights discrimination cases. C. Journey worker personnel specialist involved in the analysis and resolution of equal employment opportunity complaints. Supervisory Aptitude : Supervisory aptitude rather than actual supervisory experience may be accepted. Evidence of necessary supervisory abilities and/or potential satisfies this requirement. Substitutions Allowed : A. A Juris Doctorate (JD) may substitute for two (2) years of specialized experience. B. Full-time enrollment in an accredited graduate degree program for one semester, with at least three (3) semester credit hours in civil rights, discrimination, or closely related subjects and casework assignments involving unlawful discrimination practices, may substitute for six (6) months of civil‑rights related work experience.
