Since 1976, St. Joseph Center has been meeting the needs of low-income and homeless individuals and families in Venice, Santa Monica, Mar Vista, and surrounding communities. The Center is a 501(c)(3) nonprofit community organization that assists people without regard for religious affiliation or lack thereof through comprehensive case management and integrated social service programs. The Center enjoys broad-based community support as well as a sponsored relationship with its founders, the Sisters of St. Joseph of Carondelet. St. Joseph Center serves approximately 6,000 individuals annually.

Brief Description of Principal Activities

Multifaceted intervention, prevention, and education services are carried out at four sites on the Westside of Los Angeles. St. Joseph Center’s integrated programs provide clients with concentrated and coordinated access to services according to the nature of their needs.

About the Role

The ICMS Program Manager leads Intensive Case Management Services at the Care Campus, with responsibility for service quality, contractual compliance, caseload management, documentation, staff supervision, and effective connections to housing, healthcare, behavioral health, benefits, and other resources. Services are grounded in trauma-informed care, harm reduction, Housing First principles, and participant choice.

What You'll Lead

• Provide day-to-day leadership of ICMS services and ensure program requirements, workflows, caseloads, and service standards are consistently met.
• Supervise and develop ICMS Leads and Case Managers, including case consultation, coaching, performance oversight, staffing, and professional development.
• Maintain strong case-management quality across assessment, service planning, housing and benefits navigation, referrals, follow-up, reassessment, and continuity of care.
• Monitor HMIS and other required documentation, program data, service quality, and performance indicators.
• Build clear workflows between ICMS and Client Support Specialists while maintaining appropriate role boundaries.
• Coordinate closely with housing, healthcare, behavioral health, benefits, Safety, Hygiene, and other campus and community partners.
• Provide leadership during complex participant situations, crises, medical emergencies, and overdose response within established protocols.

Qualifications

What You'll Bring

• Must meet the HSH requirements for ICMS Supervisory Staff through an applicable current California clinical license or a qualifying master's degree with the required license-eligible/license-waivered status.
• At least one year of case-management experience required.
• Supervisory or management experience strongly preferred, particularly supervising case-management staff and providing case consultation.
• Experience serving individuals experiencing homelessness and people with complex behavioral health, substance use, medical, and housing needs strongly preferred.
• Knowledge of Housing First, trauma-informed care, harm reduction, CES, housing and benefits systems, and HMIS or comparable documentation systems preferred.

Regular use of a computer and HR technology platforms is required, along with the ability to manage detailed records and sustained periods of screen-based work. The role follows a hybrid work arrangement with regular onsite presence and occasional travel among Los Angeles-area locations.
