Nottoway County is seeking applications for a Full Time Finance Director. This position will plan, direct, and supervise the County Accounting Department. The Finance Director will oversee various functions including the preparation and maintenance of all accounting, financial, and budgetary records for the County. Qualifications: Experience working with complex automated financial systems, spreadsheet applications, and financial reporting. Associate degree in business or finance. Three to five (3-5) years of experience in general accounting and/or Virginia Local Government accounting preferred. Full Time Finance Director General Definition of Work Under the general direction of the County Administrator, this position plans, directs, and supervises the County Accounting Department. The Finance Director oversees various functions including the preparation and maintenance of all accounting, financial, and budgetary records for the County. Essential Functions/Typical Tasks Plans and organizes all operations of the County Accounting Department. Provides advice, assistance and recommendations to the County Administrator, department heads, and the Board of Supervisors. Supervises the maintenance, control, and analysis of the fiscal operation of the County government. Maintains adequate accounting records to document compliance with local, state, and federal laws and procedures. Supervises the posting and balancing of County ledgers: prepares billing and appropriate records to document purchases. Authorizes the disbursement of County funds in accordance with established procedures. Reviews and approves all disbursements. Oversees cash management, debt financing, fixed assets, and risk management. Coordinates the preparation of the County budget. Coordinates the CAFR to include posting of current year-end accruals, reversing prior year accruals, maintaining capital assets, and operating leases. Performs other related duties as assigned by the County Administrator. Evaluates all grant submittals, approves all reports for drawdowns of grant funds and serves as the finance officer on all grant applications. Evaluates all requests for proposals and/or bids for all County projects and supervises the Fiscal function through the proposal bid award, and execution of the projects. Coordinates with the County Administrator the preparation of all documents for insurance coverage of County property, employees, etc. Supervises the Comprehensive Services Act function to assure all bills are paid correctly and timely and all reports are prepared and submitted in compliance with local, state, and federal procedures. Coordinates with the County Administrator the preparation of the County budget and Comprehensive Financial Report; aides County Staff in preparing budget estimates and in determining costs for new programs, implements approved budget; prepares budget amendments as necessary. Prepares periodic financial reports for the County Administrator and Board of Supervisors. Evaluates existing and alternative practices and procedures for the financial management of the County. Attends select meetings of the Board of Supervisors. Knowledge, Skills, and Abilities Comprehensive knowledge of federal, state, and local laws and policies concerning municipal finance operations. Comprehensive knowledge of general governmental accounting and its compliance with GAAP, GFOA, and GASB. Considerable knowledge of the current literature, trends, and developments in the fields of government accounting and public finance administration. Comprehensive knowledge of principals, practices, and techniques of proper budget development and management. Ability to conduct and analyze financial studies and to develop budget estimates. Ability to plan and coordinate the work of the department. Considerable knowledge of modern accounting and office procedures and equipment, including computer software, such as AS400 (Bright), Excel, and Word. Ability to exercise independent judgment, discretion, and confidentiality in the completion of work assignments and relationships with other employees. Ability to prepare and present clear and concise reports, and to compile and analyze financial statements and reports. Ability to comprehend a variety of informational documents, budget summaries, annual audits, budget worksheets, minutes, and related documents. Ability to prepare financial statements, budget documents, depreciation schedules, revenue projections, tax rate projections, fund balance projections, revenue and expense reports and various related financial reports and information using prescribed formats and conforming to all rules of grammar. Ability to speak before an audience with poise, voice control, and confidence. Ability to apply principles of logical thinking to define problems, collect data, establish facts, and draw conclusions; to interpret an extensive variety of technical instructions in mathematical form; to deal with abstract and concrete variables. Ability to record and deliver information, to explain procedures, to follow oral and written instructions. Ability to use and interpret various legal and government accounting terminology. Education and Experience Prefer CPA license with bachelor's degree in accounting, business administration, or a related field. Requires Associate’s Degree in business or finance.
