State of New Hampshire Department of Health and Human Services, Bureau of Family Assistance, Manchester District Office, is hiring Human Services Specialist I–II (previously Family Services Specialist). The position is full-time, paying $22.50–$34.14 per hour. Job Summary Human Services Specialists provide direct service to individuals and families to determine and certify eligibility for state and federal public assistance programs, conduct needs assessments, connect clients to resources, audit records, and support program operations. Qualifications Education/Experience – HSS I: Associate’s degree and 2 years of experience or equivalent combination of 4 years of education and experience after high school, in customer service, social services, finance activities, case management or related field. Education/Experience – HSS II: Bachelor’s degree and 1.5 years of experience or equivalent combination of 5.5 years of education and experience after high school, same fields. Valid driver’s license or access to transportation. Must be able to travel up to 50 miles for temporary assignments and mandatory training. Must be able to work overtime when needed. Strong verbal and written communication skills. Proficiency in Microsoft Word, internet, and email systems. Preferred Qualifications Experience with New HEIGHTS, NECSES and other DHHS systems; leadership training; communications with government agencies. After‑Hire Requirements Complete the Human Services Specialist New Hire Training and all supplemental curricula within the first 12 months. For HSS II, achieve a minimum average combined score of 85% on the New HEIGHTS complex case processing assessment and the case review accuracy assessment within the first 12 months. Enroll in a leadership training program during the first 12 months. Responsibilities For both HSS I and HSS II, responsibilities include: Assess whole‑person service needs and conduct needs assessments. Determine and certify eligibility for Medicaid, SNAP, TANF, Child Care, disability assistance, Long Term Care, and related programs. Apply federal and state regulations for 46 benefit programs. Research, analyze and verify client information using state systems such as New HEIGHTS, NECSES, EBTEDGE, MMIS, SAVE, VCI, AVS, NHES, and NHUIS. Conduct interviews and direct services at community locations. Review and audit cases for accuracy and fraud risks. Participate in resolution call centers and provide customer service. Maintain performance quality metrics such as SNAP error rate. Communicate with clients, stakeholders, and partner agencies. For HSS II, mentor staff, handle supervisory duties in absence of supervisor, and participate in projects.
