Job Summary The Texas General Land Office (GLO) is seeking an experienced Purchaser V to perform highly advanced purchasing and procurement duties within the Financial Management Department. The role involves planning, coordinating, and managing purchases for commodities and services, preparing procurement documents, and maintaining comprehensive records. The position operates with minimal supervision and requires independent judgment and initiative. Responsibilities Process CAPPS requisitions and procurements for routine goods and services, solicitations, grants, and non‑competitive contracts, ensuring compliance with applicable laws and agency policies. Conduct emergency and proprietary purchases, manage procurement card requests, and coordinate purchases through the Statewide Procurement Division, drafting specifications and proprietary justification letters as required. Plan, coordinate, and manage complex procurements, preparing detailed specifications for IFBs, RFPs, RFOs, and RFQs; oversee full solicitation lifecycle, including posting to ESBD, evaluation, cost analysis, and award recommendations. Maintain purchase order balances in alignment with contracts, amendments, and budgetary requirements; ensure all procurement documentation is complete, accurate, and retained per records retention policies. Support the coordination and fulfillment of Public Information Requests and serve as backup Procurement Card Administrator to ensure continuity of services and compliance. Participate in disaster response and/or continuity of operations (COOP) activation activities as assigned, which may require alternate shift schedules or alternate reporting locations. Minimum Qualifications Four (4) years of full‑time experience in purchasing and/or contract development work. Graduation from an accredited four‑year college or university with coursework in business administration, public administration, or a related field (education and experience may be substituted for one another). CTPM (Certified Texas Procurement Manager) or CTCD (Certified Texas Contract Developer) certification is required. Preferred Qualifications Four (4) years of full‑time experience specifically with a Texas state agency. Demonstrated skill in managing complex procurements, developing specifications and solicitation documents, and ensuring compliance with laws and policies. Ability to independently manage procurement processes, exercise sound judgment in complex and time‑sensitive situations, coordinate with internal and external stakeholders, and provide technical guidance. Physical Requirements The position is primarily sedentary but requires routine mobility for filing and other office duties. The employee must be able to move and transport records, documents, and boxes weighing up to 20 pounds, as well as perform normal computer and phone tasks.
