DSHS DVR Vocational Rehabilitation Counselor

Description DVR Vocational Rehabilitation Counselor 1-3 In Training. Join the Division of Vocational Rehabilitation (DVR) and our hard-working team of professionals as a Vocational Rehabilitation Counselor 1-3 in Training at our Everett Office. The job of Vocational Rehabilitation Counselor is suited for the person that has a commitment to the economic prosperity of students, youth and adults with disabilities who are seeking good-paying jobs and advancement in their careers. You provide vocational rehabilitation counseling and case management services to assist people with disabilities in obtaining and maintaining employment. DVR may offer relocation assistance for those out-of-state and offered WA state employment with DVR. Please see the Supplemental Question section for information. Motivated people engaged in providing vocational rehabilitation services to people with disabilities are encouraged to apply. In cooperation with other agencies and service providers, you will work with customers to complete comprehensive assessments and develop an Individualized Plan for Employment (IPE) to achieve their employment goals. In this role, you will independently provide vocational rehabilitation counseling and case management to a caseload of students, youth, and adults with disabilities to assist them in achieving a competitive employment outcome. Some Of What You Will Be Doing You will learn to serve a caseload of 90-110 DVR customers Determine each customer’s eligibility for vocational rehabilitation services necessary to achieve their employment goal Provide vocational rehabilitation counseling and support Conduct comprehensive assessments of customer needs identifying the disability-related barriers to employment that require vocational rehabilitation services Arrange and interpret results of diagnostic testing and other vocational rehabilitation assessment tools; obtain benefit reports and interpret results to assist and counsel customers Assist customers in developing and implementing an Individual Plan for Employment and monitor progress toward completion of employment goals Maintain close working relationships with those who jointly serve DVR customers; promote DVR programs to the public and employers, and conduct outreach in the community to share information about DVR services Lead group orientations, workshops, and related activities to facilitate informed choices and prepare customers for employment Who should apply Current Certification as a Rehabilitation Counselor by the Commission on Rehabilitation Counselor Certification (CRCC)

A master's degree in rehabilitation counseling, psychology, counseling, or a field related to vocational rehabilitation (such as one that promotes the physical, psychosocial, or vocational well-being of people with disabilities)

Or, a master's degree with at least 18 quarter or 12 semester credit hours of rehabilitation counseling courses, plus 6 months of paid/unpaid vocational counseling, job placement, vocational assessment, or other areas of rehabilitation counseling experience

A professional who is accepted/enrolled in a rehabilitation counselling or related master’s degree program that will be completed within two years and has achieved a bachelor’s degree. One year of paid experience may be substituted with unpaid experience consisting of: Direct work with individuals with disabilities in a setting such as an independent living center. Direct service or advocacy activities that provide such individuals with experience and skills in working with individuals with disabilities; or Direct experience as an employer, as a small business owner or operator, or in self-employment, or other experience in human resources, recruitment, or experience in supervising employees training. Preferred Knowledge, Skills, And Abilities Demonstrate professional skills in applying technical knowledge of medical and psychological aspects of disabling conditions, labor market information, transferable skills evaluations, assistive technology, and job modifications Demonstate the ability to assist customers in exercising informed choices to make collaborative decisions that are consistent with appropriate vocational rehabilitation practice Support customers in developing a wide variety of social, educational, and financial resources to reach their employment goals by applying multiple counseling techniques to meet the varied needs of customers Manage multiple and competing priorities within prescribed time limits Negotiate with vendors, and collaborate with other rehabilitation professionals The goal class for this role described above is for a Vocational Rehabilitation Counselor 3. We may consider applicants at the VRC1 or VRC2 level, with a training plan to advance to a VRC3. Education and experience are the difference between qualifications at each level and evaluated by the hiring team. Starting salary depends on your qualifications. Retirement And Deferred Compensation State Employees are members of the Washington Public Employees' Retirement System (PERS). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options. Social Security All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system. Public Service Loan Forgiveness If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program. Holidays Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year. Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information. Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday. Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro‑ratio basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave. Sick Leave Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave. Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday. Vacation (Annual Leave) Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave. Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro‑ratio basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday. As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave. Military Leave Washington State supports members of the armed forces with 21 days paid military leave per year. Bereavement Leave Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
