Summary This is a Funds Control Officer position in the Office of Inspector General (OIG), Office of Mission Support - Budget Directorate. The incumbent will perform a variety of budget functions as well as day-to-day management and control of funds ensuring compliance with internal controls and federal statutes and regulations. OIG is an independent office within EPA. We consist of auditors, program analysts, investigators, and others with extensive expertise. Come join us! Responsibilities As a Budget Analyst GS-0560-9 you will perform a variety of budget functions including formulation, execution, and review of budget estimates for assigned organizations with various sources and types of funding, analysis of resource levels, as well as day-to-day management and control of funds ensuring compliance with internal controls and federal statutes and regulations. Your typical work assignments may include: Performing budget formulation and execution duties, and funds control tasks (e.g., funds availability checks, Appropriations Law compliance, recording and adjusting obligations, reconciling unliquidated obligations, processing deobligations and adjustments) in accordance with applicable statutes, regulations, and agency procedures. Monitoring and reporting on status of funds, including variance analyses, and providing recommendations for remediation to senior staff, as appropriate. Generating a variety of routine and ad hoc reports, analyses, data requests to support budget formulation and budget execution needs, management decisions, and external reporting requirements. Maintaining audit ready documentation consistent with internal control requirements. Entering, conducting queries, and reconciling budget formulation and execution data in financial and feeder systems. Applying mathematical and basic quantitative methods and digital tools to compile, analyze, reconcile, and present budget data for EPA OIG programs and operations. Performing budget formulation duties to support EPA OIG programs and operations, including reviewing, editing, and consolidating budgetary, narrative, and justification materials to support annual and multi-year funding estimates and requests. Coordinating routinely with acquisition/contracting, human resources, information technology, and other program offices to plan work, resolves discrepancies, and meet budget cycle deadlines. Developing clear written and oral guidance and communications to support budget execution and formulation processes, timelines, and documentation requirements for EPA OIG program offices. Requirements Conditions of Employment Must be a U.S. Citizen or National. This is a Public Trust Position. Employment in this position requires a background investigation. Upon appointment, you will be required to complete a Confidential Financial Disclosure Report, OGE-450. You will need to provide the information annually. Depending on your status, this position may require serving a 1-year probationary period. Qualifications You may qualify for the GS-09 grade level, if you possess at least one year of specialized experience equivalent to the GS-07 grade level in the federal sector, or the equivalent in the private sector. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position. For this position, your specialized experience must demonstrate you have performed at minimum, four (4) of the five (5) following duties: Monitoring and tracking resources and/or expenditures to apply funds control practices in accordance with applicable statutes, regulations, and procedures. Entering, querying, and reconciling budgetary data in financial systems and analyzing financial data to provide recommendations to support decision-making. Generating reports, narratives, briefing materials, or justifications to support budget formulation, execution, management decisions, and/or funding requests. Applying mathematical and quantitative methods (e.g., prorations, percentages, ratios, and fractions) to support budgetary processes and financial planning. Utilizing spreadsheet tools, including pivot table, lookup, and conditional formatting functions to compile, analyze, and present financial or budgetary data. OR Education: Two (2) full years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree; OR two (2) full years of progressively higher-level graduate education leading to such a degree; OR LL. B or J.D., in a related field of study to the position (e.g., Business Administration, Accounting, Finance Management, Economics, Public Administration). Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position (You must provide supporting transcripts). OR Combination of Experience and Education: Graduate level education can be used if, when combined, are equivalent to 100% of the qualification requirement. Only graduate level education in excess of the first full year can be used in this calculation. To calculate your percentage of graduate education, first determine the total number of graduate level hours that exceed 18 semester hours (or your school's definition of one year of graduate study), then divide the total number of your excess graduate semester hours by 18 (or your school's definition of one year of graduate study). To calculate your percentage of specialized experience, divide the total number of months of qualifying experience by 12. Now, add the two percentages together. The sum of the percentages must equal at least 100% (You must provide supporting transcripts) Your resume will be reviewed to determine your technical qualifications for this position based on the required specialized experience. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. Education must be from an accredited institution recognized by the U.S. Department of Education. Foreign Education: Education completed in foreign colleges or universities may be used to meet Federal qualification requirements if you can show that your foreign education is comparable to education received in accredited educational institutions in the United States. For example, specific courses accepted for college-level credit by an accredited U.S. college or university, or foreign education evaluated by an organization recognized for accreditation by the Department of Education as education equivalent to that gained in an accredited U.S. college or university.
