Title: Manager IV – Amendments Group Manager Agency: Department of State Health Services Department: VS Amendments & Issuance Branch Location: Austin, TX – 1100 W 49TH St (DHR) Salary Range: $5,797.66 – $6,887.70 per month, Monthly Pay Shift: Day (Not eligible for telework) Position Summary Manages the daily operations and activities of the Amendments Group within the Vital Statistics Section, reporting to the Amendments & Issuance Branch Director. Responsibilities include strategic planning, program analysis, research studies, internal audits, and implementation of changes from new legislation. Serves as a liaison on legal, media, and public inquiries and provides technical assistance to stakeholders such as registrars, county clerks, funeral directors, and medical professionals. Essential Job Functions 35% Manage staff, provide direct customer assistance, ensure compliance with Texas statutes, and prepare productivity and management reports. 30% Direct supervision of Amendments Group staff, including hiring, performance evaluation, counseling, and staff development. 25% Advise and consult with Branch Director on non‑standard applications, legislative and public inquiries, and represent the department at meetings and panels. 10% Perform related duties, including disaster response, COOP activation, and other assignments as needed. Knowledge, Skills & Abilities (KSAs) Knowledge: Local, state, and federal laws and regulations affecting vital records. Public administration and management principles. Vital statistics statutes, rules, security policies, and related software. Personnel supervision and project management practices. Public administration and management techniques. Skills: Logical reasoning to evaluate alternative solutions. Computer and MS Office Suite proficiency. Program training activity organization. Goal setting, scheduling, and quality assurance planning. Public speaking and presentation to diverse audiences. Effective verbal and written communication with internal and external stakeholders. Preparation of concise advanced program management reports. Confidential information handling. Complex program and policy problem analysis. Continuous improvement implementation. Initial Screening Criteria Four years’ experience interpreting statutes, policies, and regulations. Four years’ experience working with confidential vital records. Four years’ experience communicating verbally and in writing with diverse professionals. Four years’ experience developing reports and presentations using Microsoft Word, Excel, Visio, and PowerPoint. Salary & Legal Requirements Salary follows DSHS starting‑salary guidelines and is contingent on budgeted funds. Applicants may be required to pass background and due diligence checks.
