Position Overview: This is an exciting opportunity to help shape the quality of health care in Florida. We are seeking to hire a Government Analyst II who desires to work to enhance the delivery of health care services through the Florida Medicaid Program. This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team based work environment. This position is located in the Bureau of Medicaid Quality.Medicaid Quality provides data-driven, focused and systematic feedback on the quality of Florida’s Medicaid program to federal and state agencies, Medicaid recipients, Medicaid managed care plans, and providers. The Bureau of Medicaid Quality has a strong focus on providing more comprehensive care, improving health outcomes, and reducing costs. This position is responsible for coordinating and tracking bureau projects, monitoring deliverables, conducting research and analysis on emerging federal and state regulations, and providing direct support to the Bureau Chief. The role ensures that bureau initiatives progress efficiently, are compliant with all relevant requirements, and align with Agency priorities. Key Responsibilities: Prepare briefing materials, decision memos, presentations, and summaries for leadership. Support bureau level coordination with leadership, other agency divisions, external partners, and federal/state oversight entities. Assist the Bureau Chief with high priority initiatives, legislative inquiries, and strategic planning activities. Track deadlines and deliverables across bureau units, including federal, state, contractual, and operational requirements. Compile and synthesize project information for internal and external reporting requirements (e.g., quarterly transparency reports, quality oversight summaries). Identify opportunities for process improvements and contribute to modernization and streamlining efforts. Oversee planning, organization, and execution of key bureau projects, ensuring alignment with Bureau Chief guidance. Develop and maintain project plans, milestone schedules, and issue logs. Coordinate with internal teams and external partners to advance project objectives. Monitor progress toward goals and elevate risks or barriers to the Bureau Chief. Review deliverables for completeness, accuracy, and adherence to policy. Coordinate timely routing, reviews, and approvals with leadership and subject matter experts. Maintain up-to-date knowledge concerning all aspects of the Florida Medicaid program, including federal regulations, state statutes, administrative rules, the Florida Medicaid State Plan and all waivers. Maintain up-to-date knowledge of health care and relevant industry trends that may have an impact on Florida Medicaid or may inform quality improvement activities. Conduct research on assigned topics. Track emerging federal and state regulations impacting Medicaid program quality, oversight, and reporting. Conduct research and write analyses summarizing implications for bureau operations, including potential program, fiscal, or compliance impacts. Provide recommendations to the Bureau Chief regarding necessary policy changes, operational adjustments, or strategic responses. Ensure that all written materials (reports, correspondences, presentations, etc.) are of good quality and comply with Agency and bureau style guide requirements. Escalate areas of concern to the Bureau Chief. Provide consultation through the accurate presentation of data and other service/program information. Participate on behalf of the Agency in local, state or national meetings, conferences, workshops, and seminars related to the Florida Medicaid program. MINIMUM QUALIFICATIONS REQUIREMENTS Four years of professional experience in program analysis, management analysis, program planning, program research, program evaluation, and/or administrative work. Preferred Qualification: A bachelor's degree from a college or university and/or a master's degree from a college or university in health services, social work, psychology, public administration, health care or social services administration is preferred and can substitute for four years of the required experience.
