Ops Government Analyst I

The Florida Department of Agriculture and Consumer Services is seeking an Ops Government Analyst I for the Emergency Food Assistance Program (TEFAP) and Commodity Supplemental Food Program (CSFP). This is a full-time other personal services (OPS) position.

Minimum Requirements:

• A high school diploma or its equivalent and seven (7) years of professional or nonprofessional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work; or
• A bachelor's degree (4 years) from an accredited college or university and three (3) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work; or
• A master's degree (6 years) from an accredited college or university and one (1) year of required experience as listed above.

• Occasional travel required. Travel will vary based on activities scheduled.
• Must be willing to obtain additional training opportunities appropriate to job functions.
• Processes invoices in accordance with Section 215.422, Florida Statutes.

Job Duties:

• Serves as a program coordinator for TEFAP and CSFP.
• Provides guidance to agencies and the public regarding all aspects of the program.
• Explains program regulations, requirements, criteria, etc., to interested parties.
• Ensures timely submission of reports.
• Provides technical assistance and training.
• Responsible for the allocation, ordering, and distribution of USDA Foods for the TEFAP and CSFP programs utilizing the United States Department of Agriculture (USDA) web-based ordering system.
• Monitors and reviews USDA foods requests, statuses and inventory levels at recipient agencies.
• Trains recipient agencies on the use of the electronic ordering system.
• Collaborates with the USDA regarding the ordering of USDA Foods.
• Communicates regularly with local agencies, vendors, and distributors regarding food shipments.
• Assists recipient agencies, vendors and distributors with delivery problems and complaints.
• Ensures timely follow-up on any complaints reported to the division.
• Reviews and processes food loss reports from recipient agencies and warehouses, pursues claims for replacement or compensation, and follows up to completion.
• Assists with surveys to obtain information about USDA Foods, such as food packages, and compiles responses and data for use in analyses and reports.
• Provides recipient agencies with relevant USDA communications, technical assistance, and information on all aspects of the program, including pertinent regulations, policies, and procedures.
• Provides technical assistance to recipient agencies regarding program compliance, proper food storage, food loss, etc., through on-site visits, reviews, correspondences, and training.
• Schedules and conducts annual recipient agency training.
• Stays current on all USDA regulations, policies, and instructions as well as applicable state statutes, policy or rules.
• Monitors program participation rates, caseload management, and inventory levels at local agencies for the CSFP program.
• Provides technical assistance and training to agencies regarding program participation and best practices.
• Reviews, verifies, and validates the delivery of services through the review of invoices, deliverables, and documentation and signing off on documentation for reimbursements as assigned by the program director.
• Submits required documents for payment processing within three (3) business days after receipt.
• Responsible for the timely submission of federal reports to the USDA-Food Nutrition Service (FNS) for TEFAP and CSFP, including the FNS-191 and FNS-292.
• Serves as back-up for the submission of the FNS-153.
• Develops and maintains TEFAP and CSFP Procedures Manual.
• Disseminates information and revisions to recipient agencies, division staff, web site, etc.
• Handles telephone inquiries and requests from government agencies, recipient agencies, businesses and other interested parties.
• Confers with federal, state and local government agencies and other persons and organizations regarding commodity programs.
• Collaborates with division staff on the development and dissemination of nutrition education materials.
• Assists with the emergency management functions of the division during periods of disaster.
• Performs other related duties as assigned.

Knowledge, Skills, and Abilities:

• Knowledge of the USDA federal nutrition program requirements and regulations.
• Knowledge of principles and practices of inventory management.
• Skill in operating a personal computer using word processing, spreadsheet, and database software.
• Skill in providing excellent customer service to both internal and external customers.
• Ability to interpret laws, rules, and regulations.
• Ability to analyze, synthesize, and evaluate a variety of data for use in program operations.
• Ability to prepare and maintain detailed records, files, and reports.
• Ability to work effectively under pressure and meet strict deadlines while maintaining attention to detail.
• Ability to work independently and communicate both verbally and in writing.
• Ability to establish and maintain effective working relationships with others.
