MINIMUM REQUIREMENTS :
A high school diploma or its equivalent and seven (7) years of professional or nonprofessional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work; or
A bachelor’s degree (4 years) from an accredited college or university and three (3) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work; or
A master’s degree (6 years) from an accredited college or university and one (1) year of required experience as listed above.
Requires possession of a valid Class E driver license.

JOB DUTIES:
Serves as the Division’s Rule Coordinator. Assists bureaus and program supervisors with rule updates, revisions and development. Reviews rules for accuracy, grammar and consistency. Identifies potential problems and recommends appropriate actions by providing direction and guidance to program supervisors to resolve issues with and/or recommendations to current division rules. Files all appropriate documentation throughout the stages of rule development and publication by appropriate deadlines. Ensures all associated forms are updated and incorporated within the rule. Works closely with the Office of General Counsel during the rule development process. Responsible for creating, compiling and submitting the Division’s annual regulatory plan. Tracks, monitors and implements required statutory changes to rules in a timely manner. Submits rulemaking and rule workshop notices for publication in Florida Administrative Register and rule workshop notices for publication on the department's webpage in accordance with statutory requirements.
Serves as the Division’s Forms Coordinator ensuring division forms are compliant with applicable rules, statutory requirements and department policies and procedures. Confers with bureau management to identify problems and implement changes to current forms. Coordinates and submits appropriate paperwork to the departments form coordinator. Works closely with OATS to ensure accurate forms are made available to staff and the public.
Serves division’s coordinator related to administrative fines. Duties include assisting with drafting the administrative complaints and warning letters, database documentation, archiving of files, correspondence, follow-up, phone calls, special reports as requested. This position will setup and attend informal hearings, process settlement agreements and quarantine releases to the capitol, and interaction with the agency clerk, division staff, and legal personnel.
Serves as the division’s legal archivist. Maintains the division’s legal files and coordinates and responds to public records requests as required. Coordinates, provides data, and archives the division’s weekly and monthly reports.
Serves as the primary point of contact for the Florida Food Animal and Equine Veterinary Medicine Loan Repayment Program. Responsible for granting processes and procedures that will instruct veterinarians on how to apply for the program. Will take the lead on working with OATS to develop a system for applicants to submit applications and applicable documentation. Will review submitted applications for accuracy and ensures they meet the criteria for the program. Will compile all successful applicants for review by the Division Director and Assistant Director. Will work with the Division Finance office on processing repayments to approved applicants. Will monitor the program each year and conduct outreach regarding the program. Works with the Division finance team on the reimbursement.
Assists the Division Director and Assistant Director with legislative bill tracking and analysis. Works with Division subject matter experts to compile analysis to provide to the Division Director and Assistant Director for final review prior to submitting to the Office of Policy and Budget. Responsible for tracking and providing weekly updates during legislative session on bills that would impact the division or Florida’s animal industry.
Performs other duties as assigned.
