JOB SUMMARY The Assistant Deputy Director - Emergency Management Planning reports directly to the Director - Emergency Management and Operational Readiness and supports the agency in emergency management to ensure operational readiness. This position will develop and implement comprehensive MNR emergency management preparedness and planning functions including, but not limited to, the development of MNR emergency action planning and exercises, representing MNR on critical MTA-wide and interagency emergency planning initiatives, and supporting the development of improved processes, procedures, and systems to support effective emergency planning and operational readiness.

JOB SUMMARY The Assistant Deputy Director - Emergency Management Planning reports directly to the Director - Emergency Management and Operational Readiness and supports the agency in emergency management to ensure operational readiness. This position will develop and implement comprehensive MNR emergency management preparedness and planning functions including, but not limited to, the development of MNR emergency action planning and exercises, representing MNR on critical MTA-wide and interagency emergency planning initiatives, and supporting the development of improved processes, procedures, and systems to support effective emergency planning and operational readiness.
DUTIES AND RESPONSIBILITIES
- Develop agency-level emergency preparedness and hazard-specific plans that support executive-level decision-making, incident management and coordination, customer and employee notifications, crowd management, and inter-agency coordination. Review and update existing plans, identify planning gaps, and develop new plans and procedures as required.
- Maintain Metro-North's Passenger Train Emergency Preparedness (PTEP) Plan pursuant to 49 CFR Part 239 and distribute the plan to the FRA and tenant railroads.
- Assist in the development and facilitation of tabletop, functional and full-scale emergency preparedness exercises in accordance with Homeland Security Exercise and Evaluation Program (HSEEP) standards. Conduct intra-company and inter-agency exercises to ensure regulatory compliance with 49 CFR 239.
- Assist with developing, maintaining, and executing processes and procedures for mass emergency notification to MNR employees and external stakeholders, and provide real-time situational reports and status updates to partner emergency management agencies during incidents and emergencies.
- Review Emergency Management Task Force (EMTF) activations, significant operational incidents, and exercises for potential corrective actions and develop After-Action Reports and Corrective Action/Improvement Plans to enhance Metro-North's operational readiness.
- Maintain and coordinate testing of redundant communications services to reduce impacts to essential functions during infrastructure outages; Government Emergency Telecommunication Service (GETS), Wireless Priority Service (WPS), and Metro-North satellite phones.
- Manage inventory of emergency equipment caches.
- Performs other duties as assigned
- Complies with all policies and standards
- May be required to work hours outside regular work hours, as applicable
- Observes the work performed by contractors, as applicable
- Reviews invoices and approves them if the work has contractual standards, as applicable
- Addresses performance issues with the contractor when possible, as applicable
- Escalates issues to other parties when needed, as applicable
- Crisis and emergency management knowledge, skills and experience.
- Experience writing emergency preparedness policies, plans and procedures.
- Proficiency with technical/plan writing.
- Experience designing, facilitating and participating in emergency preparedness exercises.
- Knowledge and experience using the National Incident Management System and Incident Command System.
- Strong interpersonal, oral and written communications skills.
- Proficiency using Microsoft Office applications.
- Must be available for emergencies on a 24/7 basis and be available for periodic weekend coverage.
- Valid driver's license and the ability to drive .
- Experience in the transportation industry and knowledge of applicable federal and state transportation regulations including FRA, PTSB and NTSB procedures
- Experience in the use of the Everbridge mass notification platform
- Incident Command System (ICS) - 400 Training
- FEMA Master Exercise Practitioner Program (MEPP) Training
- Security Exercise and Evaluation Program (HSEEP) Training
- B achelor's Degree in Arts/Sciences (BA/BS) in Emergency Management, Fire Science, Public Administration, or related field (demonstrated equivalent experience, education and/or technical credentials to include four (4) additional years of related emergency management planning experience may be considered in lieu of degree)
- Minimum 5 years of experience developing emergency preparedness and response plans.
- Minimum 3 years of experience managing a process and/or project.

- Must possess NIMS IS-700, IS-100, ICS-200 and ICS-300
- Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").
- Final salary is determined experience, skillset, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
- Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
- To be eligible for consideration for a new role, current MTA employees must complete at least one year of service in their current role prior to applying. Additionally, eligibility to interview is contingent upon maintaining a satisfactory record of job performance, attendance, and disciplinary conduct.
