Job Description
The HSE Manager is responsible for developing, implementing, and maintaining health, safety, and environmental programs across solar construction projects and operational sites. The position ensures compliance with company policies, OSHA requirements, client standards, and applicable to federal, state, and local regulations.
The HSE Manager provides leadership to project teams and subcontractors, identifies and controls workplace hazards, conducts inspections and audits, manages incident investigations, and promotes a proactive safety culture throughout all phases of solar construction, commissioning, and operations.
Job Duties and Responsibilities:
- Develop, implement, and continuously improve plant HSE policies, procedures, programs, and management systems.
- Ensure compliance with applicable OSHA 29 CFR 1910, EPA, state, local, fire-code, and environmental requirements.
- Serve as the facility's primary HSE subject-matter expert and advisor to plant leadership.
- Conduct routine manufacturing-floor inspections, compliance audits, behavioral observations, and risk assessments.
- Identify unsafe conditions and behaviors and work with department leaders to implement sustainable corrective actions.
- Develop and maintain Job Hazard Analyses (JHAs), Job Safety Analyses (JSAs), Standard Operating Procedures (SOPs), and risk assessments.
- Lead employee safety orientation, toolbox talks, regulatory training, and HSE awareness programs.
- Maintain the facility's OSHA injury and illness records and required regulatory documentation.
- Manage incidents, injury, illness, property damage, environmental events, and near-miss investigations.
- Perform root-cause analyses and ensure corrective and preventive actions are completed and verified for effectiveness.

- Material handling and ergonomics
- Hazard communication and chemical safety
- Personal Protective Equipment (PPE)
- Respiratory protection
- Hearing conservation
- Walking-working surfaces and fall protection
- Confined spaces
- Hot work
- Welding and cutting
- Contractor safety
- Emergency response and evacuation
- Fire prevention and life safety
- Industrial hygiene and occupational exposure monitoring
Solar Manufacturing Responsibilities
- Evaluate HSE risks associated with solar module, cell, wafer, component, or related manufacturing processes applicable to the facility.
- Assess hazards associated with automated production equipment, robotics, lasers, electrical equipment, thermal processes, compressed gases, and chemical processes.
- Work with engineering and maintenance teams on equipment safety reviews and machine modifications.
- Participate in Management of Change (MOC) activities for new equipment, manufacturing processes, chemicals, and facility modifications.
- Conduct pre-startup safety reviews for new manufacturing lines and equipment.
- Ensure appropriate machine guarding, interlocks, emergency stops, and energy-isolation procedures are established and maintained.
- Partner with production leadership to integrate HSE requirements into daily manufacturing activities without compromising operational effectiveness.
- Participate in new products and process reviews to identify HSE risks before implementation.
Environmental Responsibilities
- Manage applicable air, water, wastewater, hazardous material, and waste compliance programs.
- Oversee hazardous and non-hazardous waste management, storage, labeling, inspections, and disposal.
- Maintain required environmental permits, records, reports, and regulatory submissions.
- Manage spill prevention and emergency response programs.
- Monitor chemical storage and handling practices.
- Support stormwater and wastewater compliance where applicable.
- Coordinate environmental inspections and regulatory agency interactions.
- Identify opportunities to reduce waste, emissions, energy consumption, and environmental impacts.
- Support corporate sustainability and environmental objectives.
Incident Investigation & Corrective Action
- Lead investigations of injuries, near misses, chemical releases, equipment incidents, fires, and other HSE events.
- Apply structured root-cause-analysis methodologies.
- Develop corrective and preventive action plans with responsible department managers.
- Track corrective actions through closure and verify their effectiveness.
- Analyze incident trends to identify recurring hazards and systemic risks.
- Communicate lessons learned throughout the organization.
Training & Safety Culture
- Develop and maintain an annual HSE training program.
- Ensure employees receive required regulatory and job-specific safety training.
- Coach supervisors and managers on their HSE responsibilities.
- Promote employee participation in hazard identification and near-miss reporting.
- Lead safety committees and employee engagement initiatives.
- Establish recognition programs and other initiatives that reinforce positive safety behaviors.
- Develop HSE communications, alerts, training materials, and awareness campaigns.
HSE Metrics & Reporting
- Develop, monitor, and report leading and lagging HSE indicators, including:
- Total Recordable Incident Rate (TRIR)
- Days Away, Restricted or Transferred (DART) rate
- Lost-time injuries
- First-aid cases
- Near-miss reporting
- Safety observations
- Audit and inspection findings
- Corrective-action closure rates
- Training completion
- Environmental incidents
- Regulatory compliance
- Workers' compensation trends
- Provide regular HSE performance reports to plant and corporate leadership and recommend improvement actions based on data and trends.
Required Qualifications:
- Bachelor's degree in Occupational Safety, Environmental Health, Construction Management, Engineering, or a related field preferred.
- 5+ years of HSE/safety experience, preferably within solar, renewable energy, electrical, EPC, or heavy construction.
- Strong knowledge of OSHA construction and general industry regulations.
- Experience managing safety programs on large construction projects.
- Knowledge of electrical safety, LOTO, fall protection, excavation, cranes/rigging, heavy equipment, and emergency response.
- Strong incident investigation and root-cause analysis skills.
- Ability to interpret regulations, project specifications, HSE plans, and technical documentation.
- Strong communication, leadership, coaching, and conflict-resolution skills.
- Proficiency with Microsoft Office and electronic HSE reporting/document management systems.
- Ability to travel and work at project sites as required.
