Construction Manager - Telecommunications

Job Title: Telecommunications Construction Manager Location: Clement J. Zablocki VA Medical Center, 5000 West National Avenue, Milwaukee, Wisconsin 53295 Project Name: CM Support Services, EHRM infrastructure upgrades, VAMC Milwaukee, WI Client: Veterans Affairs Pay Range: $100,000 - $130,000 per year plus benefits Anticipated Start Date: July/August 2026 Project Duration: 3 years Project Details The government requires a Construction Manager with telecom construction and/or design experience to be on-site for the duration of the Electronic Health Record Modernization Construction Project. The role provides professional and technical consultative assistance related to operations, renovation, and new construction programs supporting EHRM. Responsibilities include assisting the Contracting Officer and Contracting Officer’s Representative with project management, engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and overseeing EHRM design and construction projects. Pre‑Construction Phase Microsoft Teams conference calls with Contracting, the awarded GC, the CPS Contractor, the Commissioning Agent (CxA), and VAMC Milwaukee to coordinate pre‑construction issues. Assist the COR in reviewing the GC’s pre‑construction submittals (schedule, infection control plans, phasing plans, etc.). Assist the COR in reviewing the GC’s material submittals and shop drawings. Assist the COR in reviewing the GC RFIs. Advise the COR and the AE on availability of long‑lead time items identified by the GC. Construction Period Phase Monitor project financial data and budgetary cost accounting, administer construction contract change orders, maintain spreadsheets for project funds, obligations, payments, balances, and planned expenditures. Prepare and maintain daily diaries for project activities, noting events affecting construction. Maintain current project schedule, coordinate with the general contractor, and compare progress against contractor’s schedule. Conduct or attend weekly or bi‑weekly project meetings to review schedules and payment requirements. Assist in issue resolution, keep thorough records of occurrences, conduct regular progress meetings, and resolve issues with all interested parties. Monitor services of an independent testing agency/laboratory for quality control testing and inspection services, including soils, concrete, steel, fireproofing, roofing, curtain walls, and elevator installations. Provide commissioning support to the COR, CxA, and GC for start‑up, calibration, certification of operating systems, and perform testing, O&M training, and reporting deficiencies. Perform additional construction services such as maintaining marked‑up sets of project plans, conducting routine inspections, identifying non‑conforming work, providing defect lists, assisting relocation efforts, and preparing closeout submittals as required by the VA. Required Qualifications Bachelor’s degree in Construction Management (or similar technical degree). Minimum of 10 years experience in design and/or construction of telecommunications and data communications infrastructures, with critical experience in healthcare and IT projects/facilities. Ability to quickly understand and master contract requirements, and strong communication, language, and software skills for monitoring, updating, and producing work products. Professional experience in reading and interpreting construction documents and communicating effectively with project construction team members. Experience providing EHRM project construction management and direction, working closely with the assigned Electrical Engineer. Primary focus on Telecommunication Rooms, fiber/network infrastructure, and their relationship to the overall project. Preferred Qualifications RCDD Certified Professional (Registered Communications Distribution Designer). Experience as a CM managing VA projects.
