Regional Director, Southern San Mateo County Career CenterJobTrain's goal is to set the course for a long-standing partnership in the Southern San Mateo County region to reduce unemployment and increase the economic well-being of local residents who face barriers to employment.The Regional Director, Southern San Mateo County Career Center is responsible managing all career center activities for the region and leading and managing relevant relationships with key partners and stakeholders.In addition, the Regional Director works closely with the Executive Management team on a variety of strategic initiatives and plays a significant role in identifying program needs in the region and managing contracts / grants.Responsibilities include:Strategy / Planning / LeadershipWork with JobTrain leadership to understand and shape the appropriate role for JobTrain and its services within the regional landscape.Develop, implement, and evaluate a long-term, workforce development strategy and implementation and sustainability plan.Assist with organizational strategic planning, outreach strategy and theory of change.Create and maintain relationships with regional government entities, CBO's, advocacy organizations and the business community.Manage the Career CentersManage the overall operational, budgetary, and financial responsibilities and activities of the regional Career Centers.Develop and deliver a rapid response / rapid employment program. This includes access to skills upgrade, education and vocational training, work readiness support, employment counseling and job development services.Develop and deliver events that engage the target populations, clients, employer and community partners, volunteers and other key stakeholders to ensure annual goals are met / exceeded.Build relationships and communicate with the community and employer partners, staff, peers, management, and administrative functions to understand needs and expectations.Identify issues that may negatively impact clients work collaborate with internal / external partners to bring issues to resolutionPlan and implement systems that perform the work and fulfill the mission and the goals of the Career Centers efficiently and effectively.Plan, evaluate, and improve the efficiency of processes and procedures to enhance speed, quality, efficiency, and output. Establish and maintain relevant controls and feedback systems to monitor the operation of the department.Ensure accurate data is collected in a timely manner and manage the preparation and maintenance of reports needed to understand Career Center utilization and ensure grant goals / commitments are met. Prepare periodic reports for management, as necessary or requested, to track strategic goal accomplishment.Manage employeesSupervise a team of Employment Specialists and Support Staff charged with recruiting clients, coordinating and maintaining partnerships with community-based organizations, businesses and employersPlan and allocate resources to effectively staff and accomplish the work to meet departmental goals.Attract and select qualified staff to ensure the efficient operation of the department.Lead / manage / motivate team to achieve department objectives.Provide performance feedback and development opportunities to employees to enhance skills or accomplish tasks.Direct, monitor and evaluate the work of employees, intervening to correct performance problems.QualificationsWe strive to find candidates who have the qualifications for the role, but who are also aligned with our values?of teamwork, community and leadership and?have a?commitment to?advancing diversity,?equity and inclusion.?The specific qualifications for this role are listed below.ExperienceDemonstrated relevant experience in workforce development providing vocational or employment services, case management, skills assessment, employment coaching, job development job placement and retentions services – working with JobTrain's targeted population.Experience successfully serving in leadership / strategic role in relevant area designing, developing, implementing and marketing new programs in complex organizations with distributed, geographically diverse locations.Experience with partner / employer engagement.Experience managing and leading a team of individual contributors.Regional Director I: 0-2 years of workforce development management Regional Director II: 2–4 years of workforce development management experience, preferably with regional or multi-site responsibilityRequired Knowledge, Skills, and AbilitiesJob Knowledge: Relevant and up-to-date knowledge of workforce development; employment and education policies and current trends in the Bay Area strongly preferred. Specific knowledge of policies and history in relevant region(s) a plus.Leadership Skills: Demonstrated ability to work as productive member of a senior management team. Relationship builder with the flexibility and finesse to "manage by influence." High energy, maturity, and leadership with the ability to serve as a unifying force and to position communications discussions at both the strategic and tactical levels.Planning and Organization: Demonstrated track record of setting and meeting goals.? Strong process improvement, organization, planning and implementation skills.? Ability to coordinate multiple projects, set priorities, analyze and resolve problems, and make decisions in a timely fashion.Cultural Competency / Networking – Demonstrated ability to work effectively with diverse populations; comfortable networking and building relationships with a wide variety of stakeholders; ability to adapt to customer; ability to generate creative ideas and action plan to generate relevant partnerships.People Management: Demonstrated experience attracting, managing, developing, evaluating and retaining staff. Ability to manage, influence and motivate individuals and teams. Skilled in holding people accountable and developing their abilities to do their jobs.Interpersonal Skills / Communications: Ability to quickly cultivate relationships and build rapport with CBO's. employers, stakeholder agencies, clients to develop a strong understanding of their needs and determine how this program aligns with their needs. Ability to communicate effectively, both orally and in writing with several different audiences. ?Good interpersonal skills with an ability to mediate and negotiate effectively.Computer Skills: Must be able to use Excel, Word, and other technology and applications necessary to perform the job.Other: Must be willing and able to travel to different sites as needed, within San Mateo Counties, and work evenings and weekends as needed.Compensation and Benefits JobTrain offers a competitive salary, numerous health benefit plans and premium coverage of 90%, vision and dental, flex spending and HSA programs, 401K with an employer match after joining, EAP and emergency services, vacation time, paid sick leave, long-term disability and life insurance. We also pay employees for 10 observed holidays including a whole week off between Christmas Eve and New Years Day.
