APPLICANTS ARE ENCOURAGED TO APPLY AS SOON AS POSSIBLE***The Nevada Department of Veterans Services is recruiting for a Management Analyst 3, geographically located in Reno, Nevada. This position serves as the Deputy Chief Financial Officer under the direction of the Administrative Services Officer/Chief Financial Officer. The successful incumbent will track, monitor, and report on all Department financials which includes budget analysis, projections, tracking, and forecasting, and will ensure billing practices follow federal, State and agency policies in order to maximize efficiency of claims adjudication; interprets, understands, and applies rules and regulations for the Centers for Medicare and Medicaid Services (CMS); participates in the in development of work programs, SFYE, Medicaid/Medicare Cost Reports, the biennial budget preparation process and implementation; performs legislative research and analysis; ensures compliance with legislative and administrative mandates; assesses, develops, delivers, evaluates, and enforces internal controls, policies, and procedures; identifies, develops, and implements financial process efficiencies; and ensures the training of Department team leaders in all financial aspects including developing budgets and financial operating planning. The position supervises a MAII responsible for fiscal and supply operations at the Southern Nevada State Veterans Home and a MAI responsible for agency A/R & A/P.Management Analysts conduct studies, research, and examination of management and administrative areas such as agency operations, forms, policies and procedures, workflow, legislative analysis, management research, and statistical and informational analysis.Essential QualificationsThree or more years of applicable experience as described in the job duties and graduation from high school or equivalent education.Job DutiesThe duties of this position include but are not limited to:Conduct research and analyze legislative implications.Determine software application program needs or requirements.Review and monitor contracts.Make recommendations on policy and procedure improvements.Provide recommendations to management regarding programs and/or work unit activities.Prepare reports and correspondence.Review, write, revise, and recommend administrative policies or procedures for the work unit and/or assigned programs.Conduct statistical or investigative studies, compile and analyze data, and prepare and present reports summarizing study results and conclusions.Develop, manage, review, and make recommendations on contracts and the contracting process.Review, monitor, and research bills submitted to the Legislature impacting the work unit, inform management of possible implications, and recommend an appropriate course of action.Propose and draft legislation for the agency, provide testimony before legislative committees, and develop regulations from approved legislation.Plan, organize, and coordinate the development and implementation of new or revised policies, procedures and/or work methods.Analyze workflow, space allocation, staffing, and other factors to improve effectiveness and efficiency of operations.Coordinate the development of new forms, work methods, and automated systems.Design and conduct analytical, investigative, informational, statistical, and research studies related to various aspects of the agency's operations.Make recommendations regarding the agency's position on issues, future courses of action, and the development of new programs or services based upon study findings.Perform statistical and informational analysis and prepare analytical, narrative, and statistical reports.Function as the singular expert in their program or discipline area.May train, supervise, schedule, and evaluate the performance of employees, and other supervisory duties as appropriate for managing people.Perform related duties as assigned.Knowledge, Skills, and AbilitiesThis job specification lists the major knowledge, skills and abilities of the job and is not all inclusive.
