Currently, this position operates under a hybrid telework plan of four days in the office and one day of telework. The initial training period for this position will require the candidate to work 100% in the office.

The State Water Resources Control Board's Division of Administration Services has an opening for an Associate Accounting Analyst in our Accounting department for our Transactions Section 2. The position is located at 1001 I Street, 18th Floor, Sacramento, right in the heart of downtown next to light rail stations and other public transportation.

Under the general direction of an Accounting Administrator I (Supervisor) and consistent with good customer service practices and the goals of the State and Regional Board's Strategic Plan, the incumbent is expected to be courteous and provide timely responses to internal/external customers, follow through on commitments, and to solicit and consider internal/external customer input when completing work assignments.

The Associate Accounting Analyst is a FI$Cal expert, independently reviews, analyzes, and completes a variety of accounting processes for Purchase Estimates, Purchase Orders, Master Service Agreements, Service Orders, Direct Transfers, and FI$Cal documents. The incumbent audits, analyzes, and prepares various payments, ensuring costs are allowable and appropriate. The incumbent reviews statutes, rules, and regulations and appropriately applies them to ensure proper disbursements. Reviews the quality of work completed by lower-level accounting staff to maintain effective control, accountability and timeliness. Reviews and approves vouchers, encumbrances and provides feedback. Works independently with staff and program staff to resolve the more difficult problems including multi-fund issues, time extensions, reverting appropriations, cash transfer letters, and year-end accruals. Daily proficient utilization of office equipment and the Microsoft Office Suite is required.

Working Conditions

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position.

In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment. Proof of residency may be required.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee's monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.
