Management Analyst II
Are you an analytical professional ready to make a meaningful impact in public service?
The City of San Bernardino Police Department is seeking a driven Management Analyst II to support operations, programs, and data-informed decision-making.
About the City: As a future member of our team, you'll be joining a city with deep roots, cultural diversity, and exciting momentum. Located in the heart of Southern California's Inland Empire, San Bernardino is the county seat and largest city in San Bernardino County, home to more than 222,000 residents. Its rich history — shaped by Native American, Mexican, and Spanish influences — continues to inspire the city's evolving identity. San Bernardino offers access to major transit corridors, natural beauty, and a wide range of housing and lifestyle options. It's a place where public service careers are supported by a strong sense of community and purpose — and where motivated professionals can grow, contribute, and be part of something meaningful.
About the Position: This position is assigned to the Police Department's Finance Unit and reports to the Principal Administrative Analyst. The Management Analyst II is responsible for coordinating procurement and contract activities, along with providing analytical support, budget assistance, and reporting as needed.
Key Responsibilities: The primary responsibility of this role is procurement and contract coordination, including the oversight of the full lifecycle of the Police Department's agreements. The analyst serves as a liaison between the Police Department, the City's Purchasing Division, and the City Attorney's Office to coordinate procurement and contract activities. This includes assisting in the development of solicitations, such as Request for Proposals (RFPs), assisting with drafting scopes of work and technical specifications, and drafting contracts, amendments, and related documentation. The analyst tracks procurements and agreements to ensure timely processing and compliance with City policies and is responsible for proactively monitoring agreements, coordinating with divisions well in advance of expiration, and determining appropriate next steps to prevent any lapse in service or compliance.
As part of contract oversight, the analyst reviews invoices associated with agreements to ensure charges are consistent with contract terms, authorized scopes of work, and not-to-exceed limits. This includes identifying discrepancies, preventing overpayments, and coordinating with vendors and staff to resolve issues as needed. The position also supports the procurement process by preparing City Council agenda materials, including staff reports, briefing materials, and fact sheets for agreements requiring formal Council approval.
While not the primary focus, the role also provides budget support as needed, including assisting with budget preparation, expenditure analysis, financial projections, and monitoring of funds and account balances.
The analyst may be assigned special projects and is expected to provide analytical support on a variety of departmental initiatives. Performs other duties as assigned. Qualified candidates must successfully complete a police background investigation as part of the pre-employment examinations.
The Ideal Candidate: Is a highly analytical and detail-oriented professional with strong critical thinking and problem-solving skills. They are able to evaluate complex issues, assess situations from multiple perspectives, and anticipate potential challenges before they arise. The ability to think both strategically and operationally, exercise sound judgment, and develop well-reasoned, practical solutions is essential in this role. The successful candidate is organized, proactive, and able to manage multiple priorities while maintaining a high level of accuracy. They demonstrate strong written and verbal communication skills and can clearly present information and analyses to a variety of audiences. The ideal candidate is also adaptable and versatile, able to support a range of assignments from procurement and contract coordination to broader analytical and special projects as needed.
A Day in the Life: A typical day for the Management Analyst II involves balancing procurement coordination, analytical work, and departmental support for the Police Department's Finance Unit. Your day may begin by reviewing active agreements, monitoring contract timelines, and coordinating with divisions to ensure procurement and contract activities remain on track and compliant with City policies and procedures. Throughout the day, you may work closely with the City's Purchasing Division, the City Attorney's Office, vendors, and internal staff to support procurement activities, assist with drafting scopes of work and agreements, review invoices for accuracy, and prepare supporting documentation for City Council agenda items. You may also analyze budget data, monitor expenditures, assist with financial projections, and support special projects or departmental initiatives. This role requires strong analytical thinking, attention to detail, and the ability to manage multiple priorities in a fast-paced environment. Successful employees are proactive problem-solvers who can think critically, communicate effectively, and adapt to a wide variety of assignments while supporting the operational goals of the Police Department.
Education and Experience: Bachelor's Degree in Finance, Public or Business Administration, or a closely related field; and at least three (3) years of progressively responsible professional experience performing administrative, operations, budgetary and similar analyses; or an equivalent combination of education, training and experience.
