Summary About the Position: This position is located in the Defense Health Agency (DHA) under the Defense Health Network (DHN) West in San Antonio, TX, and serves as a senior Human Resources Specialist specializing in Civilian Human Resources Program Management, providing expert level consultation, support and assistance, including multiple functional areas for the purpose of maintaining a capable and committed medical workforce throughout the DHN West. Responsibilities Review and analyzes new, proposed, or recent legislation(s), policies, directives, and decisions that affect the DHN West Office, and subordinate Medical Treatment Facilities (MTF) to determine the impact on the mission and patient care delivery. Represent DHN West in meetings attended by top level HR civilian employees, clinical/professional representatives, consultants, and subject matter experts to deliberate and discuss new CHR initiatives affecting DHA and its patient care delivery. Provide assistance and guidance to the DHN Office, and subordinate MTFs on policies and organization wide issues. Interpret laws, regulations, Executive Orders, policy, Comptroller General and OPM decisions and assess their applicability to complex or broad issues and problems. Review and evaluate multiple Human Resources related program areas and the need to respond to the overall needs of the DHN Area and subordinate MTFs. Provide assistance to the DHN West Leadership and MTFs to complete projects and assignments in multiple functional areas of human resources. Perform Staff Assistance Visits (SAVs), and participate in Organization Inspection Program (OIP) to support MTFs, and the DHN Office. Specialized Experience: One year of specialized experience which includes ensuring compliance with governing federal and/or agency regulations and guidance, such as Defense Health Agency policies or Federal Regulations; processing human resource actions, such as initiating recruitment actions, requesting pay determinations, etc.; and advising on human resources processes related to medical facilities or medical organizations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
