Senior Evaluator, ESIT for Infants & Toddlers

ROLE OVERVIEW:

King County’s Department of Community and Human Services (DCHS) is seeking a Senior Evaluator to support the Early Support for Infants and Toddlers (ESIT) program within the Developmental Disabilities and Early Childhood Supports (DDECS) Division . King County’s ESIT program provides services to more than 7,000 children aged birth to three years with developmental delays or disabilities and their families each year and is funded in part by Best Starts for Kids (BSK) . The Senior Evaluator will lead evaluation efforts for ESIT services, language access and policy efforts, provider workforce development, and community engagement strategies to ensure they are effective, equitable, and grounded in racial, social, and disability justice principles.

ABOUT THE DIVISIONS:

This Senior Evaluator position is centrally located within the Performance Measurement and Evaluation (PME) unit of the DCHS Director’s Office and will work closely with a team of other evaluators that also support data and evaluation efforts for DDECS programming. The PME Unit provides evaluation expertise, data management, and analytics across DCHS programs. PME collaborates with staff and community partners to design frameworks, measure outcomes, and drive continuous improvement. By fostering data-driven decision-making and sharing findings through reports and dashboards, PME strengthens equity and service effectiveness. The Developmental Disabilities and Early Childhood Supports (DDECS) Division is responsible for planning, coordinating, implementing, and maintaining services to meet the needs of children from prenatal to five, their families, and caregivers; people with developmental disabilities and delays and their families, and community-based organizations. The division seeks team members who are committed to promoting racial, social, disability justice, and economic equity for all people in King County. To be considered minimally qualified applicant must demonstrate a background that provides the knowledge, skills and ability to: Advance evaluation strategies and lead novel inquiry Identify, develop, and advance evaluation strategies and methods for the ESIT program in coordination with division and unit management. Oversee and coordinate cross-cutting performance measurement and evaluation activities specific to the ESIT program, including developing program and systems-level evaluations, theories of change, and performance indicator reports. Develop and implement performance measurement and evaluation plans for complex and high-profile programs using a Results-Based Accountability (RBA) framework and an equity lens. Complete literature searches and synthesize relevant research to support requests and strategy decisions to support the ESIT team. Analyze and report data Support the development and maintenance of data infrastructure for the ESIT program, including coordination with state data systems and partners. Clean, maintain, and manage data across multiple sources. Conduct novel analyses and work with ESIT partners to distill actionable inferences from findings. Analyze monthly, quarterly, and annual quantitative data using appropriate methods and tools. Prepare data for dashboards (or other reporting tools), and narratives for dissemination. Respond to data requests requiring integrated data, complex analytical methods, and recommendations for high-profile bodies of work. Complete narrative coding of qualitative data and assist with reports. Serve as a subject matter expert in the technical specifications for key ESIT performance metrics, as well as understanding the complexities of various early supports strategies and how they are reflected in administrative data. Collaborate with partners to drive meaning-making Use findings to support a strategy-aligned project portfolio. Prepare data for and contribute to discussions around state policy and funding choices related to early childhood supports. Provide data-driven insights to support decision-making and continuous improvement. Provide technical assistance on data collection and ensure data quality. Support data share backs and presentations. Facilitate meetings and workshops on performance measurement and evaluation to engage internal and external partners and build capacity to support data-informed decision-making. Contribute to Unit, Division, and Departmental infrastructure and priorities Participate in selected team, work group, division, and department meetings. Respond to data requests and perform other related duties as assigned.

WE ARE LOOKING FOR CANDIDATES WHO HAVE:

Overarching Items Experience in early childhood development, early supports for children with delays or disabilities and their families, and/or human services that support children and families, including individuals with intellectual or developmental disabilities. Ability to work both independently and as part of a team to scope and pursue projects and/or work on highly structured projects. Demonstrated ongoing commitment to learning, understanding, and effective application of anti-racist and equity practices when working with Black, Indigenous, and People of Color communities, as well as LGBTQ, immigrant/refugee, and disability communities. Strong critical thinking, analytical, and problem-solving skills, focusing on continuous quality improvement. Excellent communication and interpersonal skills, with experience in presenting data and collaborating with diverse partners. Ability to manage multiple tasks independently while adapting to changing priorities. Evaluation Design Demonstrated experience with performance measurement systems in education, early childhood development, social, health, or human services, applying a racial equity lens in evaluation design, analysis, and results interpretation. Ability to gather data using qualitative and quantitative approaches such as interviews, group processes, surveys, electronic data files, or other methods. Experience working with community or human services administrative data systems. Minimum of 3 years’ experience cleaning, validating, and analyzing qualitative or quantitative data using multiple of the following or similar applications: R, Python, STATA, SAS, SQL, Dedoose, Atlas.ti. Experience with, or demonstrated ability in, compiling disparate sources of information, both quantitative and qualitative, into a cohesive and compelling narrative. Partner Engagement Ability to build and sustain partnerships with ESIT providers and community partners, ensuring evaluation efforts reflect community priorities and lived experience of children and families. Demonstrated skill in group decision-making and consensus-building, facilitation and negotiation skills, with a commitment to power-sharing and elevating community voice in evaluation and program design. Desired Experience, Qualifications, Knowledge, Skills Five or more years of experience working in or conducting research and evaluation projects. Extensive experience with data visualization and communication tools (e.g., developing reports or dashboards via R, Tableau, Microsoft PowerPoint, or Canva). Familiarity with the Results-Based Accountability framework. Familiarity with Developmental Evaluation concepts.

ADDITIONAL POSITION INFORMATION:

This position has been designated Non-Mission. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. The team works in a hybrid model, with days in the officeas well as telecommuting.The ratio of remote to onsite work will be dependent on business needs and is subject to change. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
