Human Resources Analyst

The Auditor & Controller's Central Payroll Division has a current opening for Human Resources Analyst. This is a Departmental Promotional recruitment open to current County of San Diego employees in the Auditor & Controller Department only. Applicants from other departments will not be accepted. Human Resources Analysts in the Auditor & Controller's Central Payroll Division perform professional level payroll functions. Duties include: Prepare and process biweekly on-cycle payrolls and off-cycle paychecks Process and review accuracy of all payroll data and resolve discrepancies Administer and perform payroll reconciliation and deduction registers to determine accuracy and complianceto policies, procedures, and payroll tax laws Review, process, and analyze payroll data files Ensure all payroll related transactions are recorded in PeopleSoft Payroll system correctly Ensure all general ledger entries reconcile to the various payroll related accounts Review, process, and analyze the payment of deductions withheld from employee's salaries, that includes benefits, garnishments, union dues, deferred compensation contributions, and other deductions Run and analyze audit reports from PeopleSoft and KRONOS to identify and resolveissues Maintain PeopleSoft payroll related records and files; and review biweekly and annual tax reports and deduction reports Process quarterly and year-end tax reporting requirements for Federal and State Agencies; and reconcile the annual IRS Forms W-2 and W-3. Minimum Qualifications A bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency ANDthree (3) years of professional human resources experience. Notes: A master's degree from an accredited U.S. college or university, or a certified foreign studies equivalency in any of the fields described above may substitute for one (1) year of the required experience; OR, additional years of experience as described above may be substituted for the education requirement on a year-for-year basis.
