Manager of CSS Housing (Orange County)

Illumination Health + Home

“Every person deserves compassion, dignity, and the safety of a place to call home.” Homelessness is the largest social and public health crisis in California. Illumination Health + Home (IH+H) is a growing non‑profit organization dedicated to disrupting the cycle of homelessness by providing targeted, interdisciplinary services in our recuperative care centers, emergency shelters, housing services, and children's and family programs. IH+H currently has 13+ facilities with 22+ micro‑communities scattered across Orange County, Los Angeles County and the Inland Empire. Role The Manager of Community Support Services Housing Services will be responsible for overseeing the daily operations of the Housing Services program in the LA/OC or IE region. This role involves managing key program personnel, including Lead Housing Navigators, Lead Housing Case Managers, Housing Navigators, Housing Case Managers, Housing Retention Specialists and Program Coordinators. The manager will ensure the quality of staff work in terms of programmatic and contractual compliance, client‑centered and ethical considerations. Responsibilities also include maintaining staff productivity, representing the program in community relations, administering corrective actions when program standards are not met, and assisting the Associate Director of CSS Housing Services with administrative tasks such as documentation audits, contractor engagements, reporting metrics, staff training, monitoring benchmarks, and workflow & policy development. Responsibilities Supervision: Oversee and facilitate qualitative and quantitative aspects of CSS Housing Services staff work, ensuring timely, contractual, ethical, and principle‑aligned delivery. Outbound referrals: Monitor outbound program referrals and ensure proper linkage based on member needs. Documentation integrity: Oversee staff documentation integrity, applying Illumination Foundation standards when warranted. Relationship building: Foster relationships among CSS Housing Services staff, health networks, and other housing providers and clients. Client care: Ensure staff use ethical, client‑centered approaches, attend communal engagements, intervene when standards are not upheld, and address client grievances per health plan. Leadership & community relations: Empower community members, provide inclusive leadership, build trust, and communicate strategies for engagement. Collaboration: Engage in weekly 1:1 with staff and Associate Director; collaborate with client‑care teams and administrative staff; act as point of contact for contractors; work with other departments on initiatives; develop strategic initiatives addressing housing instability. Documentation: Work with Associate Director to ensure staff documentation quality, conduct bi‑monthly chart audits, and identify accurate reporting figures. Administrative oversight: Attend monthly contractor meetings, internal meetings, oversee timesheets, draft and administer corrective actions, document and track actions per HR policies. Workflow & policy development: Implement onboarding process, oversee training, create SOPs, develop reporting templates, and contribute to program long‑term success. Expectations Comprehensive understanding of Cal AIM CSS programs, contractual obligations, daily operations, reporting, and resources. Critical thinking and adaptability. Proficiency in Illumination Foundation EHR system. Affability, communication, and social aptitude. Multi‑tasking and composure in chaotic situations. Independent work and crisis resolution. Transparent top‑down and bottom‑up communication. HIPAA and confidentiality compliance. Delegation and relationship building trust with staff. Flexibility and deadline adherence. Passionate commitment to serving target populations. Preferred Experience / Minimum Qualifications Bachelor's Degree. Comprehensive knowledge of Cal AIM CSS Housing Services. Proactive learning and adaptability. Positive, flexible attitude. Strong social aptitude; excellent communication skills. Preferred: Bilingual in English and Spanish.
