Job Title: Director of Community Development Department: Community Development Reports To: Village Administrator Salary Range:$107,500 - $150,500 Position Summary This is advanced professional and administrative work directing the activities of the Department of Community Development. Work involves responsibility for planning, organizing, coordinating, and directing the Village’s planning, zoning, building, and code enforcement programs. Work includes responsibility for developing and maintaining public awareness and support for the Village’s long- and short-range land use management and development programs. Supervision is exercised over professional, technical, and clerical staff. Work is performed under the administrative direction of the Village Administrator, who reviews work for overall program effectiveness. Essential Duties and Responsibilities Department Administration & Planning: Plans, organizes, and directs the planning, zoning, and development functions of the Village; supervises and evaluates subordinates; and prepares the departmental budget. Policy Development & Research: Prepares or coordinates the preparation of research reports and other policy documents to serve as a basis for action by the Village Board and the Planning and Zoning Commission; advises the Village Administrator on planning and development matters. Strategic Objectives & Guidance: Communicates and interprets administrative planning and development policies, instructions, and procedures; recommends the Village’s long-range planning objectives. Development Review: Coordinates the weekly Development Review Committee meetings with staff, developers, and other review agencies; initiates and supervises studies and other projects. Board & Commission Assistance: Attends Planning and Zoning Commission and Village Board meetings as required; provides expert staff assistance. Intergovernmental & Community Representation: Represents the Village on special assignments and maintains liaisons with the business community, community groups, and other departments and organizations, when necessary. Ordinance Enforcement Supervision: Supervises the enforcement of building, zoning, property maintenance, and nuisance ordinances through a subordinate supervisor. Public Communication & Inquiries: Responds to public inquiries concerning Village policy related to planning, zoning, building, and property maintenance issues. Community Relations: Promotes and maintains responsive community relations. Safety Practices: Follows safe work practices. Other Job Functions: Performs related duties as assigned. Qualifications & Requirements Education: Graduation from a four-year college or university with major coursework in urban planning or a related field. A Master’s degree is preferred. Experience: Considerable experience in professional planning, including experience in a progressively responsible supervisory capacity; or any equivalent combination of education, training, and experience. Planning Expertise: Thorough knowledge of the advanced principles and practices of urban planning, including current, strategic, and comprehensive planning. Management Knowledge: Thorough knowledge of management principles and practices as they relate to the efficient administration of planning, zoning, building, and code enforcement programs. Leadership & Supervision: Ability to plan, organize, and direct the work of professional, technical, and clerical employees. Statutory & Legal Knowledge: Ability to assimilate a comprehensive knowledge of Illinois planning, subdivision, zoning, and nuisance law. Policy & Legislative Analysis: Ability to analyze complex planning policy issues and recommend land development legislation. Communication Skills: Ability to express ideas effectively, both orally and in writing. Relationship Building: Ability to establish effective working relationships with Village officials, developers, employees, and the public. Technology Proficiency: Functional knowledge and ability to use computer software and electronic communications. Team Leadership: Ability to work well as a member of a team and guide team direction.
