SUMMARY OF POSITION:

Camas Health is seeking an experienced, people-first leader to serve as OTP Clinic Administrator. This role is the operational and cultural anchor of Camas Health's Medication for Opioid Use Disorder (MOUD) program responsible for the day-to-day performance of the clinic and its associated satellite and mobile medication unit locations.

The right candidate brings both the regulatory expertise to run a highly compliant OTP program and the leadership presence to build a team that delivers excellent, dignified care. The OTP Clinic Administrator partners closely with the Medical Director on clinical oversight and reports directly to the Care Community Leader to advance the clinic's strategic goals.

ESSENTIAL DUTIES:

People Leadership & Team Development

• Develop and support leaders to independently manage operations, staff, and day-to-day challenges while fostering accountability and ownership.
• Establish clear expectations, align individual and team goals with clinic priorities, and create a shared understanding of what success looks like.
• Lead recruitment, onboarding, performance management, and staff development, building strong pathways for growth and succession planning.
• Maintain a consistent leadership presence through coaching, regular one-on-ones, and proactive communication that strengthens engagement and team connection.
• Address performance concerns and workplace challenges early through coaching, feedback, and barrier removal, promoting continuous improvement and psychological safety.
• Model and reinforce a culture of trauma-informed, culturally responsive, and harm reduction-focused care while upholding high standards of accountability and professionalism.
• Identify and develop emerging leaders, fostering internal talent pipelines and creating opportunities for growth, cross-training, and career advancement.
• Cultivate an engaged workplace culture by recognizing contributions, encouraging collaboration, and creating opportunities for meaningful staff involvement and feedback.
• Lead teams through organizational change with transparency, adaptability, and clear communication, helping staff navigate evolving priorities while maintaining stability and trust.
• Build collaborative relationships across clinical, operational, and administrative teams to ensure aligned decision-making and seamless delivery of care.

Operational Management

• Oversee end-to-end clinic operations: dosing, intake, counseling coordination, case management workflow, and patient flow.
• Monitor and act on KPIs including census, average daily census (ADC), retention rates, no-show rates, and dosing throughput.
• Develop and maintain SOPs and operational playbooks aligned with tribal, federal, and state requirements.
• Lead continuous improvement initiatives to enhance patient experience and operational efficiency.

Regulatory Compliance & Quality Assurance

• Ensure full compliance with 42 CFR Part 8, 42 CFR Part 2, HIPAA, DEA, Washington DOH/HCA, and tribal governance standards.
• Maintain audit and inspection readiness at all times; oversee documentation integrity and controlled substance security.
• Serve as the clinic's Privacy Officer and lead the Quality Assurance/Performance Improvement (QAPI) program.
• Oversee diversion prevention, adverse event monitoring, chart audits, and corrective action plans.

Financial Stewardship & Revenue Cycle

• Oversee front-of-house RCM processes including registration, eligibility verification, and insurance verification.
• Manage clinic operating costs within approved budgets and provide data-driven recommendations to leadership.

Strategic & Community Engagement

• Support program expansion including mobile units, satellite sites, and behavioral health integration.
• Ensure services reflect tribal sovereignty, community values, and culturally grounded healing practices.
• Participate in community reporting and tribal health initiatives as applicable.

Skills & Competencies

• Strong financial literacy: budget oversight, reporting, and KPI analysis.
• Proficiency across tech platforms and applications, as well as in EHR systems and Microsoft Office Suite.
• Proven track record managing multidisciplinary teams with a coaching-oriented, accountable leadership style.
• Strong relationship-building skills across clinical, operational, and administrative teams.
• Ability to lead teams through organizational change with transparency and adaptability.

EDUCATION/EXPERIENCE

• Bachelor's degree in Healthcare Administration, Public Health, Business, Nursing, Behavioral Health, or related field (experience may substitute year-for-year). Required.
• 8-10 years of progressive healthcare leadership, including 5+ years in a supervisory or operations management role. Required.
• Demonstrated knowledge of 42 CFR Part 8, 42 CFR Part 2, HIPAA, DEA requirements, WA DOH, and WA HCA Medicaid billing standards. Required.
• Experience with DEA inspections, state licensing reviews, federal/state audits, or WA State/CARF/Joint Commission accreditation. Required.
• Master's degree (MHA, MPA, MPH, MBA, or related). Preferred.
• 3+ years of direct experience in an OTP, MAT, or Substance Use Disorder treatment setting. Preferred.
• Active Washington State licensure (RN, LMHC, LICSW, SUDP, or equivalent). Preferred.
• Experience in a Washington State licensed OTP or tribally operated healthcare system. Preferred.
• Experience managing mobile medication units or satellite dosing sites. Preferred.
• Experience leading QAPI programs and RCM processes in a regulated healthcare setting. Preferred.
• Knowledge of third-party payer enrollment (Medicaid, Medicare, commercial insurance) and CAQH maintenance. Preferred.
• Lean, Six Sigma, or other process improvement certification. Preferred.

OTHER REQUIREMENTS

• Obtain and maintain a Level 3 Kalispel Tribe of Indians Work Permit.
• Ability to pass required background checks; no evidence of alcohol or drug misuse within 3 years prior to employment.
• Valid driver's license, proof of insurance, and clean Motor Vehicle Record.
• Some travel between clinic and mobile/satellite unit sites is required.

ADDITIONAL

• Medication for Opioid Use Disorder is evidence-based, life-saving care; this role sets the tone for how staff treat each other and how patients experience care.
• Extensive knowledge of community resources.
• Extensive knowledge of behavioral health challenges, including the impacts of mental illness, domestic violence, and the dynamics of addictive behavior.
• Computer literate, with proficiency in Microsoft Office Suite and EHR systems, and a high level of initiative in keeping current with technological change.
• Ability to establish and maintain effective working relationships with staff, patients, and outside contacts from a wide variety of ethnic, socioeconomic, and cultural backgrounds; good diplomatic skills, including strong conflict-resolution skills.
• Excellent interpersonal and communication skills.
• Excellent organizational and time management skills.
• Conducts all business activities in a professional and ethical manner.
• No history of alcohol or other drug misuse for 3 years prior to employment and does not display evidence of alcohol or other drugs while employed as the OTP Clinic Administrator.
• Complies with and is up to date with all other testing, screening, and credentialing as required.
