Duties

• You will direct the development of comprehensive program plans to ensure fulfillment of requirements, fiscal adequacy, and planned progress.
• You will serve as the central contact point within the program office for all matters concerning the assigned program.
• You will assure that all planning is fully integrated with the overall program team effort and that of other participating services and agencies when involved.
• You will analyze all changes that have an impact on the acquisition and develops responsive and effective changes in plans and strategies.
• You will advise the higher-level officials of program status and of problems that require resolution.

• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Demonstrating ability to communicate effectively, both orally and in writing, with international customers, U.S. Government stakeholders, and cross-functional teams to establish customer requirements, negotiate solutions, and execute complex Foreign Military Sales (FMS) programs.
• Managing all phases of program execution, including Letter of Offer and Acceptance (LOA) development, amendments, modifications, implementation, and case execution while serving in a Case Manager, Program Manager, or comparable program management role.
• Demonstrating knowledge of Foreign Military Sales (FMS), Security Cooperation, and Cooperative Programs, including disclosure considerations, case development, case implementation, financial management, and lifecycle case execution.
• Leading the planning, coordination, and execution of international programs while ensuring compliance with applicable U.S. Government policies, regulations, and security assistance requirements.
• Demonstrating knowledge of Department of the Navy and NAVAIR acquisition processes, including program management, engineering, logistics, sustainment, procurement, contracts, scheduling, and program milestone execution.
• Developing Statements of Work (SOWs), coordinating contractual procurement actions, and leading cross-functional teams through all phases of defense acquisition and program execution in support of complex weapon system or aviation programs.
