Line Of Business Gestion des risques Job Description The Group Risk Specialist provides a comprehensive and diverse range of risk management expertise to business leaders. They lead and support the implementation of appropriate risk frameworks and related management activities to mitigate enterprise and/or business-wide risk exposures for key business segments of the Bank or functional area. The role provides oversight, commentary, and recommendations based on overall strategy and industry best practices. Department Overview TD Bank follows a Three Lines of Defense (LOD) Risk Framework: Risk Ownership (1LOD), Risk Oversight (2LOD), and Internal Audit (3LOD). The second line is independent of the business and offers policies, standards, and methodologies, with authority to assess and challenge the first line to ensure adherence to standards. In this role, the specialist will lead and support the implementation of risk frameworks and oversight activities that mitigate enterprise risks. They will also contribute to end‑to‑end controls testing and validation—from planning through execution—by assessing and socializing issues, monitoring remediation, and producing independent reporting across business processes and technology platforms, including support for regulatory and internal risk reporting. Depth & Scope Highly seasoned professional with extensive knowledge in a complex field and related areas Integrates the enterprise sub‑function’s or business line’s overarching strategy in developing solutions across multiple functions or operations Interprets internal/external business challenges and industry environment, recommending actions and best practices to improve products, processes or services Acts as a technical expert/lead integrating cross‑function understanding within their own field of specialty; may manage team(s) of related specialists Leads cross‑functional teams or projects with significant resource requirements, risk and/or complexity Independently manages end‑to‑end functional programs Solve or lead others to solve complex problems; leads efforts or partners with others to develop new solutions Uses sophisticated analytical thought to exercise judgement and identify solutions Impacts the achievement of sub‑function or business line objectives within the area they are accountable for Work is guided by policies and industry standards/methods Communicates difficult concepts; converts information to compelling business context and advice; influences and gains alignment across senior stakeholders Works autonomously as the lead and guides others within area of expertise Education & Experience Undergraduate degree or technical certificate 7+ years relevant experience Advanced knowledge of risk management governance, programs, policies, practices, operating frameworks & reporting for business supported and/or area of discipline Knowledge of risk management environment, standards, regulations and mitigation Knowledge of current and emerging competitor and market trends Ability to establish goals and objectives which support the strategic plan Ability to lead, plan, implement, and evaluate program/project activities to ensure completion of initiatives Skill in mentoring and coaching Advanced skill in using analytical software tools, data analysis methods and reporting techniques Proficiency in computer applications including MS Office Ability to communicate effectively in both oral and written form Ability to work collaboratively and build relationships across teams and functions Ability to work successfully as a member of a team and independently Ability to exercise sound judgement in making decisions Ability to analyze, organize and prioritize work while meeting multiple deadlines Ability to handle confidential information with discretion Additional Responsibilities Lead 2LOD testing of business and technology controls, including scoping, planning, execution, documentation, and issue tracking/reporting Execute independent testing in areas such as Control Design & Operating Effectiveness, Transactions Testing, Data Reconciliations, Logic Reperformance, Data Profiling/Analytics, End‑User Computing (EUC) Review, Policy & Procedure Review, Governance/Oversight, and Regulatory Rule Compliance Identify opportunities to streamline and automate controls testing, including use of generative AI, agentic AI, and RPI Proactively identify and assess risks; elevate to management as needed; confirm findings and drive action plans to mitigate and manage risks Determine testing approach, including frequency, scope, key data element selection, sampling methodology, and test procedures in alignment with the 2LOD testing framework Support maintenance of the testing inventory and update testing universe and plans based on regulatory changes and internal risk profile Partner with business and technology stakeholders to review key controls, identify potential gaps, and agree on remediation plans Evaluate processes and controls and connect themes across issues to improve standardization of solutions, processes, and controls Monitor emerging issues, trends, and evolving regulatory requirements; assess impacts and recommend actions to management Manage deliverables and timelines and provide proactive status updates to management Job Requirements/Preferred Experience Bachelor’s degree required; advanced degree and/or relevant certifications (CRISC, CISA, CIA, CPA, FRM, CFA) preferred 7+ years in risk management, internal audit, controls testing, compliance, or related field within financial services Hands‑on experience with Microsoft Copilot and other generative and agentic AI tools to automate and improve processes Experience with FR 2052a, US LCR, US NSFR, FR Y9C, Call Report, FR Y-15, FR Y14-Q/M, FR Y-14A (CCAR, DFAST) is a plus Business Banking experience is an asset Ability to interpret guidelines, standards, policies, and analytical results to inform senior‑level decision‑making Ability to work with large datasets and perform data analytics (e.g., trend analysis, anomaly detection, sampling) Strong attention to detail and root‑cause analysis skills Strong analytical and organizational skills, managing multiple priorities and deadlines Confidence and judgment to challenge the status quo and engage in constructive challenge when needed Strong written and verbal communication skills; ability to build and maintain effective relationships across cross‑functional teams Customer Accountabilities Lead development and implementation of standards, policies, and processes that identify, report on, and mitigate operational risk exposures Proactively analyze potential risks and ensure escalation of key risks to appropriate areas and executive review with action plans Provide ongoing analysis and reporting on operational risk and other major risk categories; review findings and action plans with business leaders Coordinate core operational risk disciplines: Risk & Control Self‑Assessment, Business Continuity Management, Outsourcing & Vendor Management, Regulatory Compliance (e.g., CDIC, AML, Privacy, IDA, CBA, SOX, Basel) Support enterprise‑wide operational risk escalation, review and approval processes, data management, policies and risk assessment processes Direct development and monitoring of Key Risk Indicators and facilitate communication of risk issues across business segments Manage ancillary operational risk areas (e.g., BCM/incident management, outsourcing/vendor management, fraud aggregation and assessment, Basel implementation, change management, Privacy, AML, LCM, other regulatory issues) Possibly support additional major risk areas (Market, Credit, Reputational, Regulatory) Serve as point of contact for guidance on monitoring/reporting of compliance, management, and strategic initiatives Provide broad/deep commentary to support policy, procedure, and practice development/maintenance Shareholder Accountabilities Adhere to enterprise frameworks or methodologies for business area activities Ensure programs/policies/practices are well managed, meet business needs, comply with internal and external requirements, and align with priorities Exercise discretion in managing correspondence, information, and confidentiality; appropriately escalates issues Ensure compliance with internal and external requirements (financial controls, segregation of duties, approvals, asset control) Participate in cross‑functional/enterprise initiatives as subject‑matter expert, providing risk guidance for complex situations Conduct research projects; support development of presentations/communications to management and broader audiences Analyze at functional or enterprise level and make recommendations to assess program effectiveness Monitor service, productivity and assess efficiency; implement process/performance improvements where appropriate Lead/facilitate actions or remediation plans to address performance/risk/governance issues Build and manage relationships across business lines, corporate and oversight functions, ensuring alignment with enterprise and regulatory requirements Stay abreast of emerging issues, trends, and regulatory changes; assess impacts Maintain a culture of risk management and control, supported by effective processes in line with risk appetite Employee/Team Accountabilities Participate fully as a team member, supporting a positive work environment that promotes service, quality, innovation, and teamwork Provide thought leadership and industry knowledge;
