Position Grants Administrator II (Contract Administrator II) Location and Role This position is located in Division of Federal Contracts & Vendor Management, Richland County. It is an in‑office role and not a telecommute or remote position. Responsibilities Contributes to the creation of training materials and resources necessary to properly train Agency staff and Contract Stakeholders on contract performance and compliance monitoring, incorporating approved content revisions to improve learning outcomes. Delivers training on minimum requirements and best practices in contract management, compliance monitoring, and vendor performance. Facilitates training sessions in classroom, virtual, and hands‑on settings as required. Provides technical and skill‑based instruction and assistance, customizing curriculum and conveying non‑compliance remedies. Seeks feedback through surveys and evaluations; tracks and reports training metrics and applies learnings to enhance content. Maintains oversight of Contract Administration for Agency contracts, performing audits to assess whether contracts meet minimum standards, policies, and procedures. Assists in establishing audit schedules and conducts periodic reviews. Prepares and reports audit findings, identifies patterns and trends, and recommends improvements. Quantifies risks and evaluates fiscal or programmatic impact of non‑compliance. Proposes preventive measures, tracks action plans, and reports progress to stakeholders. Uses statistical tools and metrics to analyze contract activities and performance trends. Maintains a thorough understanding of assigned contracts to support the Bureau and management in contractual and compliance matters. Promotes correction of non‑compliance performance and deficiencies, drafting formal letters and assessing financial incentives. Serves as a resource in developing Service Level Agreements (SLAs) and other performance targets. Facilitates implementation and turnover phases of contracts, collaborating on funding and procurement documentation. Supports Division leadership in establishing Contract Administration standards, tools, and practices for consistency, accessibility, and accountability. Advances functional tools to help stakeholders monitor, analyze, and report contract deliverables. Contributes to continuous improvement of contract administration procedures. Creates technical guides, workflows, and diagrams for contract tasks. Manages multiple projects and deadlines efficiently. Performs other related duties as required, ensuring thorough completion within designated time allotments. Qualifications Bachelor’s degree in Healthcare Administration, Health Policy, Business Administration, or the social sciences. At least three (3) years of experience in contract administration or grant management. Established experience and knowledge in Grant/Contract Management or Administration. Knowledge of the Medicaid Program and Managed Care or Health Insurance (preferred). Working knowledge of data research, analysis, and reporting. Ability to evaluate, interpret, and measure metric‑based data and trends. Experience applying state and federal rules, regulations, policies, and procedures related to contract and vendor compliance. Strong communication skills, both oral and written. Ability to build and maintain positive working relationships internally and externally. Competence to organize and complete tasks independently with minimal oversight. Experience interpreting contract requirements, Service Level Agreements, milestones, and Scopes of Work. Proficiency in Microsoft Office 365, SharePoint, Word, Excel, Outlook, and Teams. Additional Requirements Sitting or standing for long periods of time. Overtime and/or weekend work with Deputy approval. In‑office role.
