Job Duties The Contract Administrator serves the Upstate Region Division of the Permanency Division Contract Administration team. Under general supervision, manage a regional process for the procurement of therapeutic services and obtain authorization for payment in accordance with DSS, State Procurement, and DHHS requirements and procedures. Complete Select Health Notification forms and send to MCO/CPA for all TFC admissions, changes in LOC, changes in provider, and annual continued stay reviews. Issue DHHS RBHS authorization for non‑MCO enrolled youth. Enter residential services in CAPSS to generate the EZ100 form for all therapeutic placements, and email EZ100 to the residential provider via email. Issue special pay in CAPSS to residential providers and research and issue recoupments for overpayments. Conduct in‑depth research and resolution of other placement and payment discrepancies. Resolve Medicaid eligibility issues with the Statewide Medicaid Liaison and resolve billing issues for providers. Prepare and disseminate regional reports as needed or requested. Complete placement changes for all LOC in CAPSS, including emergency placements. Complete file fixes for CWS staff as needed. Serve as backup to the regional contract assistant. Complete other related job duties as requested. Ensure that Personal Identifying Information (PII) is properly used, accessed, gathered, shared, and disposed of. Protect the agency networks and applications by safeguarding systems, equipment, and data. Perform Red Cross shelter duty or other emergency shelter duty/services as directed. Qualifications High school diploma and relevant experience in business management, public administration, or administrative services. A Bachelor's degree may substitute for the required work experience. Valid driver’s license. Effective written and oral communication skills and legible writing. Ability to work after hours and/or occasional overnight travel. Ability to lift approximately 15–20 lbs.
