Project Manager - Planning and Development (M&O)

Position Summary Struction Solutions is seeking an experienced Project Manager – Planning and Development (M&O) to oversee and coordinate all phases of assigned construction and modernization projects, from project inception through close‑out. The successful candidate will be responsible for managing multiple complex projects concurrently while ensuring adherence to project scope, schedule, budget, and regulatory requirements. Key Responsibilities Manage, oversee, and coordinate all facets of pre‑construction, project development, bid/award, construction, and project close‑out phases of assigned projects. Collaborate with design teams to ensure projects remain aligned with approved project scope and objectives. Plan, organize, and prepare project status reports for upper management. Coordinate with public agencies, utility providers, and governmental entities to satisfy federal, state, and local requirements. Monitor project budgets on a monthly basis and ensure financial reporting accurately reflects project status and progress. Resolve complex planning, design, and construction‑related issues, disputes, and disagreements. Review project status and overall progress to ensure projects remain within approved scope and project definitions. Assist project teams with contract administration, procurement activities, bid processes, and contract planning. Implement project and programme policies, procedures, and approved process improvements. Evaluate industry developments, emerging strategies, and best practices that may impact programme objectives and outcomes. Collaborate with technical personnel to develop cost estimates for new construction, renovation, and alteration projects. Perform other duties as assigned. Minimum Qualifications Required Experience Minimum of 10 years of full‑time paid professional experience managing public, educational, or commercial construction projects. Demonstrated experience coordinating complex activities throughout the entire project lifecycle, including project initiation, planning, design, development, construction, and close‑out. Experience managing multiple projects simultaneously. Experience with educational modernization projects is highly preferred. Required Education Bachelor's degree from an accredited college or university, preferably in Architecture, Engineering, Construction Management, or a related field. Possession of a valid Certified Construction Manager (CCM) credential may substitute for the education requirement. Candidates who do not meet the education requirement may substitute additional qualifying experience on a year‑for‑year basis and demonstrate extensive proficiency in the duties outlined above. Preferred Qualifications Experience working with public‑sector clients and educational facilities. Strong knowledge of project management methodologies, construction processes, and contract administration. Excellent communication, leadership, and stakeholder management skills. Proven ability to manage budgets, schedules, and multidisciplinary project teams.
