Position : Principal Advisor - Maritime Finance SME

Job Responsibilities:

• Strategic Metric Design: Provide high-level technical and advisory leadership to design up to three performance measures across the Title XI, CCF, and Small Shipyard Grant programs to satisfy GAO report GAO-25-107304.
• Cross-Agency Benchmarking: Analyze and contextualize the relationships between Office of Marine Financing (OMF)’s performance metrics and other Federal lending program metrics to determine historical efficacy.
• Program Elimination Evaluation: Lead the Construction Reserve Fund (CRF) Program Elimination Study, specifically spearheading the Current Law Analysis, Legislative Hurdles review, and Future Planning impact.
• Executive Presentation: Defend performance metric rationales, implementation strategies, and future baseline adjustments directly to Office of Marine Financing Office of Marine Financing (OMF) Senior Leadership and the COR.

Requirements:

• Master’s degree in public policy, Maritime Studies, Finance, or related field
• 20+ years’ experience in Federal Government policy with emphasis on federal lending/credit programs
• Demonstrated success leading performance metrics projects for federal agencies
• 20+ years direct experience with Federal Ship Financing Program (Title XI) operations
• Preferred: Knowledge of CCF statutes (46 USC Ch. 535) and Small Shipyard Grant regulations (46 USC § 54101)
