This position will work collaboratively with department leadership, supervisors, and the Organizational Development & Learning (ODL) division of the Human Resources Department to ensure employees receive the knowledge and skills necessary to perform their jobs, safely, efficiently, and in accordance with workplace policies. Other duties include providing training and facilitation for a multi-skilled workforce, on-the-job training for assigned employees, and developing course curriculums and a broad range of training to support the organizational needs. This position requires a strong technical and professional background in training and development with a proactive mindset, attention to detail, and optimal time management behaviors that allow strong performance in a fast-paced environment. This position primarily works office hours Monday through Friday and may require standing for extended periods while conducting training.**Major Duties and Responsibilities:*** Facilitate CDOT new hire orientation and onboarding activities for new hires to ensure consistent practices for all newly hired employees.* Guide the CDOT Connects Program for new employees* Coordinate new employee orientation and onboarding related to safety policies, procedures, and operational expectations.* Coordinate the Lunch with Leaders Program.* Develop and maintain annual training plans to ensure compliance with organizational and regulatory requirements.* Coordinate with CDOT Safety Manager and staff to identify training and support needs related to safety programs and technology enhancements.* Conduct safety trainings for CDOT CMGC staff covering topics such as: + Hazard recognition + Fall protection + Heat illness prevention + Emergency response* Evaluate training effectiveness through testing, observations, audits, and employee feedback.* Identify training gaps and recommend improvements* Coordinate outside vendors and instructors for specialized training* Develop training manuals, job aids, standard operating procedures, presentations, videos, and other instructional materials.* Monitor certification and license expiration dates and coordinate refresher training.* Prepare reports regarding training completion, compliance metrics, and performance.* Participate in departmental committees and continuous improvement initiatives.* Perform other related duties as assigned.**Knowledge, Skills & Abilities:*** Ability to establish and maintain effective and professional working relationships with all CDOT Staff and external contacts.* Qualified to recognize problems, identify solutions, and resolve conflicts.* Ability to manage day-to-day activities of multiple assigned projects, communicate status updates, and proactively identify changes in the scope of work to ensure appropriate planning measures are taken to assess impact.* Strong presentation and facilitation skills.* Ability to communicate effectively with employees at all organizational levels.* Knowledge and experience working in human resources, training and workforce development best practices, policies, and procedures* Knowledge of OSHA regulations and occupational safety best practices.* Knowledgeable of instructional design methodologies and adult learning concepts.* Ability to communicate effectively with employees at all organizational levels.* Possess great attention to detail.* Knowledge of principles/practices of team member development and training* Ability to analyze complex issues and prepare/implement recommendations/decisions* Ability to exercise critical thinking skills and perform strategic planning* Knowledge of best practices related to adult education and employee development* Occasional lifting of training equipment and materials up to 30 pounds* Occasional evening or weekend work may be required**Minimum Qualifications:*** Bachelor’s degree in Occupational Safety & Health, Construction Management, Human Resources, Education, Business Administration, or related field; and three (3) years of related work experience* Master's Degree and one (1) year of related work experience* Three to five years of experience developing and delivering employee training* Experience in conducting workplace safety training* Experience maintaining training records and compliance documentation**Preferred Qualifications:*** Experience with work-zone safety in public infrastructure projects* Experience conducting safety audits and incident/root-cause investigations* Experience working in public works, transportation, construction, utilities, manufacturing, or municipal environment* OSHA 30-Hour General or Construction Industry certification* Certified Safety Professional* Certified Professional in Training Management* Experience with Learning Management Systems* First Aid/CPR/AED Instructor certification**CONDITIONS OF EMPLOYMENT**The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
