Community Service Officer
City-of-Clermon
This position performs a variety of police related duties for the Clermont Police Department and is responsible for public safety work in various divisions or specialized units within the department. This position does not have arrest powers nor is this position to respond to crimes in progress. Works under general supervision. This position is non-exempt. Fair Labor Standards Act overtime provisions will apply. Per Florida Statute 295.065, certain servicemembers and veterans, and the spouses and family members of such servicemembers and veterans, receive preference and priority, and that certain servicemembers may be eligible to receive waivers for postsecondary educational requirements, in employment by the state and its political subdivisions and are encouraged to apply for the positions being filled. Responsibilities Responds to emergency and non-emergency police calls such as: criminal incidents not in progress, fires (including vehicle, residential, commercial), arsons, gas leaks/hazardous material spills or explosions, burglaries (including residential, commercial and vehicle), stolen/recovered vehicles, missing juveniles/adults, emergency road closures, traffic positions, animal complaints, abandoned/disabled vehicles, theft, criminal mischief (vandalism), forgeries, frauds, counterfeit currency/checks, and other economic crime related calls. Patrols residential neighborhoods, commercial areas, and public parking lots; acts as a visible deterrence to criminals; locates disabled/abandoned vehicles; identifies parking violations; and directs traffic, handles traffic incidents, and assists in traffic investigations. Acts as a school crossing guard when required. Provides related assistance to the public and may provide first aid. Patrols area of assignment and maintains security of facilities, structures, traffic areas, access points, and/or grounds while safely operating motor vehicles. Performs basic crime scene duties such as lifting fingerprints, collecting evidence, establishing and securing crime scenes, completing reports, photographing evidence, and submitting collected evidence into property and evidence. Responds to department call-outs in cases of emergencies and natural disasters such as hurricanes, tornadoes, and floods. Performs various other law enforcement duties of an emergency and non-emergency nature as designated by a supervisor. Prepares appropriate offense/incident reports and performs data entry relative to crime analysis/crime reporting. Performs liaison functions between law enforcement agencies and the community; makes daily contacts with businesses and residents in assigned work areas; attends community meetings; and assists in community programs and events. Performs administrative functions such as maintenance of investigative logs; the collection, sorting, and filing of police reports, pawn slips, and evidence slips; the recording of supplemental information from victims of crimes; assistance of citizens with vehicle identification number verifications for title applications; and notification to victims of crime regarding recovery of their property. Transports lost and found children, witnesses, indigent individuals, truants, and complainants. May assist in processing of persons suspected of being under the influence of alcohol or controlled substances; testifies in court; and attends DUI/DWI hearings and depositions as required. Performs follow‑up investigations to ensure resolution on excessive false alarms. Operates radio equipment and performs dispatch work as applicable to location assignment. May serve as a Field Training Officer (after obtaining FTO certification) for new Police Service Aides. May testify in Traffic Court, Juvenile Court, depositions (including felony/misdemeanor cases), traffic infraction hearings, criminal hearings, and civil trials as required. Wears the prescribed Police Department uniform that may include issued bullet resistant body armor and chemical agent. Works rotating shifts, evenings, weekends, and holidays. Performs other duties as assigned. Qualifications Must be 18 years or older at the time of application. High school diploma or GED. Two (2) years of experience in a position dealing with the public. Two (2) years of work experience involving administrative duties. Attend portions of Police Academy, completing required hours within twelve (12) months of employment. Depending on functional area of assignment, additional licensure, certification or training will apply to meet and maintain compliance with established regulatory standards and guidelines. This may include but is not limited to School Crossing Guard, Accident Investigation, Accreditation and Parking Enforcement. Valid Florida Driver’s License and maintains possession throughout employment. In some cases, an equivalent combination of higher education and experience may be considered, provided that the education and experience is in a relevant and related field. Physical Demands Walking, climbing, standing, crawling, kneeling, bending, stooping, jumping, running, and smelling. Light (up to 15 pounds) to heavy (45 pounds or over) lifting and carrying. Acceptable eyesight (with or without correction) with depth perception and able to distinguish colors. Acceptable hearing (with or without hearing aid). Communicates effectively both orally and in writing. Depth perception, distinguish colors. Regular driving. Endure sustained acts of physical exhaustion and endure periods of duty under unfavorable and life threatening situations. Meets all physical requirements needed to complete certification requirements. Work Environment Works inside in an environmentally controlled space; but also work in adverse environmental conditions (e.g. heat, cold, wet or humid conditions, bright/dim lights, dust or pollen, and traffic) for extended periods of time. Exposed to various elements to include: noise, fumes, gases, smoke or flames, odors, slippery and uneven surfaces, heights, poor lighting, and with moving objects or vehicles. Some tasks are performed in highly critical and hazardous conditions where fire and/or other life threatening situations occur. To perform this job successfully, an individual must be able to perform all of the essential job functions.
