Duties

Help

  • You will conduct pollution control surveys throughout the Shipyard to investigate compliance with applicable standards.
  • You will represent the Portsmouth Naval Shipyard during negotiations with regulatory agencies and public hearings associated with environmental permit/licensing processes.
  • You will advise management on new environmental regulations having an impact on operations.
  • You will complete permit applications and submit changes as necessary for management review.

  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This is a bargaining unit position.

Qualifications

SPECIALIZED EXPERIENCE: In addition to the basic requirements, in order to qualify for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular competencies/knowledge, skills, and abilities, to perform successfully the duties of the position and is typically in or related to the work of the position. Specialized experience must demonstrate the following:

FOR GS-11 (one year of specialized experience equivalent to GS-09):

Experience with federal, state, local, and Navy environmental laws and regulations to establish the need for, develop, and update environmental programs to ensure that Shipyard operations are conducted in compliance with all regulations.

Experience identifying and resolving critical problems encountered in the

development and implementation of the Shipyard Environmental Protection Program.

Experience assisting with conducting comprehensive engineering studies to determine the most feasible corrective measures and recommending appropriate action for various environmental deficiencies.

FOR GS-12 (one year of specialized experience equivalent to GS-11):

Experience managing environmental programs that meet all applicable Federal, State, and local environmental laws and regulations, including: the Clean Air Act (CAA), the Clean Water Act (CWA), Emergency Response, Environmental Audits, Environmental Training, Hazardous Waste, Sample Management, Environmental Management Systems (EMS) and Tank Management.

Experience conducting comprehensive engineering studies to determine the most feasible corrective measures and recommending appropriate action for various environmental deficiencies.

Experience reviewing construction projects for environmental impact and/or environmental requirements.

Experience conducting formal and informal training for Shipyard personnel for environmental awareness.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following directly-related education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

GS-11: 3 years of progressively higher-level graduate education leading to a Ph.D. degree, or Ph.D. or equivalent doctoral degree, directly related to the position.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of directly-related education and experience may be combined to meet the total qualification requirements for GS-11.

GS-12: There is no substitution of education for experience at the GS-12 grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

BASIC REQUIREMENTS: All applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual in A. or B. below in order to qualify for this position:

A. Successful completion of a Bachelor's degree or higher in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR

B. Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. The FE examination is not administered by the U. S. Office of Personnel Management. For more information, please visit:

3. Specified academic courses Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above).

4. Related curriculum Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

In order to verify that you meet the positive education qualifications for this position, you must submit a complete copy of your transcripts (unofficial transcripts are acceptable) or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours and grade). Failure to provide this information will result in an ineligible rating.

COVID VACCINATION INFORMATION: To comply with the recent preliminary nationwide injunction on Executive Order 14043, Requiring Coronavirus Disease 2019 Vaccination for Federal Employees, the Department of the Navy is not taking any action to implement or enforce the COVID-19 vaccination requirement. Vacancies filled from this announcement may be filled at any grade level listed. This position has potential for promotion to the target grade of GS-12 without further competition. The work involves both field work and work in an office environment. Field work may include field inspections and investigations which involve climbing, bending, crouching, common to shipboard, waterfront, and industrial shop environments. Field work may expose the incumbent to dirty conditions, adverse weather, hazardous material or hazardous waste environments, and any other environment found at a highly industrialized site.
