Objective / Summary

The Connecticut Department of Public Health (CT DPH) is seeking a skilled Power BI Analyst to support its Data Modernization Initiative (DMI). The role will focus on transforming legacy paper-based and spreadsheet-driven processes into modern, automated, data-driven solutions utilizing Microsoft Power Platform technologies. The selected candidate will design, develop, and maintain enterprise-grade Power BI reporting solutions, dashboards, analytics, and data models supporting the Contracts, Grants, and Management System (CGMS) workstream.

The position will collaborate closely with Technical Teams, Business Analysts, Quality Assurance, Training, and Production Support resources to provide actionable business intelligence, reporting, governance, and operational insights.

Scope of Services / Responsibilities

• Design, develop, maintain, and enhance Power BI reports, dashboards, scorecards, and analytics solutions.
• Transform raw data into meaningful business intelligence and executive-level insights.
• Collaborate with business users and stakeholders to define reporting requirements and Key Performance Indicators (KPIs).
• Work with IT development teams, Business Analysts, QA resources, Trainers, and Production Support teams.
• Support the Connecticut Department of Public Health's Data Modernization Initiative.
• Develop reporting solutions supporting the Contracts, Grants, and Management System (CGMS).
• Build enterprise-grade solutions utilizing:
  • Power BI
  • Power Apps
  • Power Automate
  • Power Pages
• Align technology solutions with business strategies and operational objectives.
• Clean, transform, and prepare data from multiple source systems using Power Query and SQL.
• Design relational and dimensional data models to support reporting and analytics.
• Create custom DAX calculations, measures, KPIs, and analytical formulas.
• Develop interactive and multi-page dashboards, reports, and scorecards.
• Perform data validation, analysis, and quality assurance activities.
• Design and maintain fact and dimension tables using star schema methodologies.
• Translate business requirements into technical reporting specifications.
• Develop and support Power Pages websites and portal functionality.
• Configure forms, lists, permissions, authentication methods, and security settings.
• Develop responsive user interfaces using:
  • Power Pages Design Studio
  • HTML
  • CSS
  • JavaScript
• Implement:
  • Web Roles
  • Table Permissions
  • Azure AD Authentication
• Support data governance initiatives and reporting consistency across programs.
• Participate in requirements gathering, design reviews, testing, deployment, and production support activities.

Minimum Requirements

Education

• Bachelor's degree in a quantitative field or related discipline.

Experience

• Minimum 2 years of experience in data analysis, business intelligence, report development, or related analytical roles.
• Minimum 2 years of experience developing reports and dashboards using Power BI.
• Experience working with SQL for data extraction, reporting, and analysis.
• Experience designing and maintaining relational and dimensional data models.
• Experience creating custom DAX measures, calculations, and KPI metrics.
• Experience using Power Query for data extraction, transformation, and loading (ETL).
• Experience gathering business requirements and translating them into technical reporting solutions.
• Experience supporting operational reporting and business intelligence initiatives.
• Experience creating interactive dashboards and executive reporting solutions.
• Experience with data cleansing, transformation, and validation processes.

Operational Requirements / Deliverables

• Develop and maintain operational and executive dashboards supporting the CGMS workstream.
• Deliver accurate, timely, and actionable business intelligence reporting solutions.
• Support migration from manual, spreadsheet-based tracking to automated reporting systems.
• Ensure data quality, consistency, and governance across reporting environments.
• Create and maintain technical documentation for reports, dashboards, and data models.
• Collaborate with stakeholders to define, refine, and prioritize reporting requirements.
• Support testing, deployment, and production support activities.
• Assist with data analysis and operational decision-making initiatives.
• Occasional onsite work may be required at:

• Perform work primarily during standard State of Connecticut business hours:
  • 8:00 AM to 5:00 PM
