Regulatory Supervisor

The Regulatory Supervisor oversees daily customs entry operations, ensuring strict compliance with U.S. Customs and Border Protection (CBP) regulations, Partner Government Agencies (PGAs), and company policy. This role directly manages a team of regulatory specialists, serving as the subject matter expert for complex entry processing — including Section 301, Warehouse admission and withdrawal, Final withdrawal closure document submission, ACH statement, trade remedy tariffs, anti-dumping/countervailing duties (AD/CVD), post-summary corrections (PSCs), and entry liquidations. Key Responsibilities Operational Oversight & Compliance Oversee day-to-day operations of the regulatory control team, ensuring timely and accurate clearance of sea, air, and road imports and exports. Monitor key operational metrics, including entry timeliness, entry line accuracy, reject rates, and duty payment deadlines. Ensure accurate HTS classification, valuation, country of origin determination, and PGA clearances (FDA, TTB, FWS, APHIS, CPSC etc.). Manage high-risk clearance scenarios, including Section 301 duties/exclusions, AD/CVD entries, Chapter 98 provisions, and FTZ transactions. Oversee Post-Summary Corrections (PSCs), Protests (19 U.S.C. § 1514), and CBP Form 28/29 responses. Serve as the primary operational point of escalation for entries subject to CBP / FDA holds, exams, and classification inquiries. Interface with CBP/PGA officers during audits or entry queries. Collaborate with domestic and international freight forwarding service providers to minimize demurrage and storage charges. Directly supervise, mentor, and train regulatory specialists and operations support temps on customs requirements and ACE platform workflows (e.g., GTK) Distribute daily workflow balanced by entry complexity, trade lane, or MOT Conduct regular performance evaluations, audit individual entry files, and address operational errors constructively. Assist new and current team members by driving ongoing training on regulatory changes (CSMS messages, USTR updates, trade specific directives impacting the business. Assist with cross functional training within the team Qualifications & Experience Experience: Minimum 5–7 years of hands-on customs brokerage/import/export experience, with at least 1–2 years in a senior, lead, or supervisory role Education: High School Diploma or equivalent required; Associate degree in supply chain, international business, or related field preferred. Licensing: Licensed Customs Broker (LCB) status is preferred (or active pursuit of license) Technical Proficiency: Expert knowledge of the Harmonized Tariff Schedule of the United States (HTSUS) and 19 CFR regulations. Experience with ACE (Automated Commercial Environment) and ACE brokerage platforms (e.g., CargoWise One, Descartes, NetCHB). Strong working knowledge of Section 301 trade remedies, AD/CVD, and PGA program requirements. Analytical Mindset: Exceptional detail orientation and audit capability. Leadership: Proven ability to manage daily team output while maintaining high morale and accountability. Communication: Clear verbal and written communication style for high-stakes compliance and vendor discussions. Problem-Solving: Calm under pressure when resolving customs holds, detention issues, or system outages. Key Performance Indicators (KPIs) Entry Accuracy Rate: Maintain 98% first-time entry summary filing accuracy. Filing Timeliness: 100% on-time duty payment and entry summary submission prior to statement cutoff date. Audit Score: Low internal/external audit defect rate across team entries.
