This role supports financial planning, budgeting, forecasting, and reporting across a complex public-sector environment. You'll translate financial data into clear insights that help leaders make informed operational and strategic decisions. The position combines advanced financial analysis with hands-on work across accounting systems, reporting tools, and budget processes. You'll contribute to operating and capital improvement budgets, financial forecasts, project tracking, and variance analysis. The role also provides opportunities to improve financial policies, procedures, models, and reporting processes. Strong collaboration and communication skills are essential, as you'll work with internal stakeholders and external parties on financial matters. This is a full-time temporary opportunity with a structured weekday schedule and opportunities to contribute to meaningful community-focused initiatives.

Accountabilities

• Support the development of operating and capital improvement budgets, including gathering financial information, reviewing forecasts, and preparing budget deliverables.
• Analyze current and historical financial data to identify trends, variances, risks, and opportunities, and communicate findings to management.
• Prepare periodic, ad-hoc, and management-level financial reports by compiling, validating, monitoring, and summarizing information from multiple financial systems.
• Monitor budgets and forecasts, prepare variance reports, and provide recommendations and financial guidance to support effective resource management.
• Support capital improvement projects by monitoring financial activity, processing and tracking task orders, and maintaining accurate project information across relevant financial systems.
• Monitor debt service schedules and support debt administration activities.
• Contribute to business planning and forecasting activities, including preparation of fund summaries and other financial information used to assess departmental financial conditions.
• Develop and maintain advanced spreadsheet models, databases, and other analytical tools used for financial reporting and project analysis.
• Review and approve financial and accounting transactions, ensuring supporting documentation, funding information, and transaction details are accurate and compliant with applicable policies and regulations.
• Provide financial systems guidance and procedural support to internal stakeholders and other customers.
• Research and prepare financial information requested by leadership, boards and commissions, vendors, regulatory agencies, and other stakeholders.
• Monitor relevant regulatory developments and assess their potential financial impact, providing guidance on new or proposed requirements.
• Provide leadership, training, work assignments, and guidance to other team members when required.

Requirements

• Bachelor's degree from an accredited institution with major coursework in Finance, Accounting, Economics, or a related field, plus four years of relevant professional experience.
• A relevant master's degree in Finance, Accounting, Economics, Business Administration, Public Administration, or another applicable field may substitute for two years of required experience.
• A five-year accounting degree or CPA designation may substitute for one year of required experience.
• Experience developing financial forecasts, budgets, and advanced financial models.
• Experience preparing, reviewing, and processing accounting and financial transactions, including accruals, adjustments, and other accounting entries.
• Experience working with automated accounting, financial reporting, and financial management systems.
• Advanced proficiency in Microsoft Excel, including the ability to build and maintain complex financial models and spreadsheets.
• Experience creating or editing financial dashboards using Excel, Power BI, or similar data visualization tools is preferred.
• Strong quantitative, analytical, and problem-solving skills, with the ability to transform complex financial data into actionable insights.
• Knowledge of budgeting principles, accounting practices, internal controls, financial reporting, and financial systems.
• Strong written and verbal communication skills, with the ability to explain financial information clearly to different audiences.
• Sound judgment and the ability to resolve complex financial or operational issues.
• Strong organizational skills and the ability to manage detailed financial information accurately.
• Ability to establish and maintain effective working relationships with colleagues, stakeholders, and members of the public.
• Ability to travel between more than one work location when required.
• A valid Texas Class C driver's license, or the ability to obtain one by the hire date, is required for applicable duties involving driving.
