Position Summary We are seeking Four Highly Skilled and Detail‑oriented Physical Evaluation Board Liaison Officer (PEBLO) positions on‑site at Twenty‑nine Palms. The role involves utilizing Military Records Systems to assist the Department and Base in its mission. Responsibilities include serving as the PEBLO for the medical treatment facility and its geographic area of responsibility, providing DES guidance, data collection, medical coordination, advising, and procedural work related to MEB processing, and supporting active duty and Reserve Component members and commanders on program requirements, military benefits, legal rights, and the appeals process. Responsibilities Provide Disability Evaluation System (DES) guidance in accordance with established DoD guidelines and regulations. Coordinate medical, administrative, and legal aspects of DES case management, including fitness‑for‑duty determinations and line‑of‑duty inquiries. Track each DES case from referral to final disposition, ensuring timely processing and documentation. Advise service members, medical staff, and stakeholders throughout the DES process, including PEB findings and appeals. Support aeromedical evacuation and patient travel requirements as needed. Serve as a liaison between service members, commanders, and multidisciplinary teams, including primary‑care managers, case managers, and special‑needs personnel. Assist with appeals, rebuttals, and coordinator legal counsel assignments, and provide guidance on the FU/PFB/IDAI process. Maintain privacy and confidentiality of medical information in compliance with the Privacy Act of 1974 and HIPAA. Analyze performance data, prepare statistical reports, and deliver briefings to senior leaders. Coordinate patient travel for members appealing to the FPEB and facilitate emergency family member travel for very seriously ill or injured service members. Update and maintain local program documentation, operating procedures, and training materials. Qualifications Ability to plan, organize, and manage functions and staff within an MTF to meet program objectives. In‑depth knowledge and experience solving complex fitness‑for‑duty or physical disability evaluation issues. Demonstrated tact, diplomacy, and restraint in counseling and explaining entitlements, benefits, and responsibilities. Effective interpersonal communication, both oral and written, with a diverse workforce. Proficiency in data collection, analysis, statistical reporting, and use of research tools. Knowledge of DES processing regulations, instructions, procedures, and policies to ensure timely case processing. Practical understanding of the TRICARE program. Unique Military Health Care Computer Systems / Procedures Participation in ongoing IDES training, including orientation, on‑the‑job training, annual refresher, and continuing education. Training via computer‑based modules, monthly DCS teleconference, and email communications. Possible bi‑annual travel for IDES training workshops, with reimbursement per task order requirements. Adherence to Warrior Care Policy Training Standards and Performance Objectives Guidebook. Veteran Tracking Application training provided by VBA/DoD Collaboration Team via DCS training. Familiarity with regulatory guidance: DoDM 1332.18 Vol 1 and 2 (DES and IDES manuals). Performance Outcomes Obtain, assemble, and forward all required documents to relevant organizations and stakeholders per regulatory guidance. Ensure LOD processing for each IDES case. Provide guidance on rights, benefits, privileges, and obligations to all military ranks and families. Coordinate evaluation appointments, follow‑ups, and referrals related to benefits. Assist and guide next of kin on legal matters when service members are incapacitated. Serve as liaison between service members, commanders, and multidisciplinary healthcare teams. Process Review‑in‑Lieu‑of (RILO) MEB cases per regulation. Respond to inquiries from beneficiaries, DoD components, other agencies, and stakeholders. Facilitate coordination with Military Health System, line‑of‑supply agencies, and the Department of Veterans Affairs. Assist in preparing appeals and coordinating legal counsel. Update local program documentation and maintain both hard and electronic medical records. Analyze data using statistical tools, measure trends, and produce performance reports. Provide reports, briefings, and training to senior leaders. Coordinate patient travel for appeals to the FPEB and emergency family member travel for severely ill or injured service members. Requirements Education . Associate Degree in business administration, management, or health care organizations from an accredited college or university. Experience . Two years’ experience as a PEBLO within the DoD military health system in the last 6 years; or five years’ experience working in a civilian disability program; or two years’ experience as a VA Medical Service Coordinator (MSC).
