Supervisory Management And Program AnalystAs a Supervisory Management and Program Analyst, you will perform the following duties:Serve as a Division Chief to provide oversight of all phases of the budget process; including planning, formulation, execution, and presentation. Responsible for budget submissions for Office of Oceanic and Atmospheric Research (OAR), National Oceanic and Atmospheric Administration (NOAA), Department of Commerce (DOC) and if appropriate Congress. Provide oversight of administrative programs and operations. Develop policies and guidance for program and administrative personnel. Provide leadership, oversight, and management direction for formulation, interpretation, and administration of the policies regarding grants and cooperative agreements.Work with the Grants Team Lead to advice applicants on financial and legislative requirements and make budget determinations on grants, allocability, and reasonableness of costs. Provide customer focused grant management support. Interpret complex procurement policies, principles, practices and procedures to provide guidance with respect to comprehensive procurement issues and contract administration.Oversee the budget, awards, procurement, travel, personnel and administrative processes and procedures. Confer with leadership on critical mission guidance and on management oversight and direction in overall day-to-day management of projects and programs.As a supervisor, plan and distribute work to be accomplished by subordinates. Set and adjust short and long-term priorities. Prepare schedules for the completion of work and find ways to improve the quality of the work. Provide technical oversight instruction. Give advice, counsel or instruction to employees on both work and administrative matters.
