Chief Human Resources Officer (Program Manager Senior III)

The Chief Human Resources Officer (CHRO) serves as the Department of Public Safety and Correctional Services' senior executive leader for all human capital functions, providing strategic direction on workforce strategy, policy development, and organizational equity. The role reports directly to the Appointing Authority and represents the department in interagency workgroups, labor negotiations, and legislative testimony. The CHRO oversees recruitment, employee relations, compliance, talent development, and HR operations across five regional offices statewide, while managing a unionized workforce in a large public safety agency with nearly 12,000 employees.

Key qualifications

• Bachelor's degree in Human Resources, Business Management, Public Administration, or related field
• Ten years of progressive HR experience at managerial level, including 5 years in a senior public sector role managing multiple HR units
• Experience applying personnel rules and regulations, developing recruitment and retention strategies, and supporting promotional processes
• Professional HR certification such as SHRM-SCP or HRCI SPHR (preferred)
• Demonstrated experience leading enterprise HR functions in a correctional agency, law enforcement, or public safety environment (preferred)
