Leverage expertise in procurement processes, analytics, and process improvement while mentoring a high-performing team to deliver strategic, high-quality bid responses in a deadline-driven environment.**Major Tasks, Responsibilities, and Key Accountabilities*** Establish and oversee the structure for reviewing and responding to RFPs and bids, ensuring alignment with strategic goals, feasibility, and compliance with company objectives and government regulations.* Lead two teams, including proposal managers, bid analysts, and proposal specialists, by providing strategic direction, fostering collaboration, and driving accountability and professional development.* Develop and implement processes to ensure all RFP and bid submissions comply with government requirements, regulations, and internal policies while mitigating risks.* Leverage analytics to evaluate bid outcomes, track win/loss trends, and assess publicly available data to refine strategies and inform decision-making.* Provide strategic recommendations to leadership on RFP prioritization and process optimization to improve bid success rates and overall organizational performance.* Cultivate and maintain strong cross-functional relationships with teams such as pricing, finance, legal, and sales to ensure a seamless and efficient RFP process.* Drive operational excellence through continuous process improvements, incorporating technology and automation to enhance efficiency and effectiveness.* Serve as a subject matter expert on procurement laws, policies, and regulations, offering guidance to ensure compliance and strategic alignment.**Nature and Scope*** Solutions require analysis and investigation.* Achieves planned results by decisions and actions based on professional methods, business principles, and practical experience. On rare occasions there may be a need to move or lift light articles.* No travel required**Education and Experience*** Typically requires BS/BA in a related discipline. Generally 7+ years of experience in a related field. May require certification.
