Job Description: The Evidence and Data Management Advisor (EDM) Advisor sets the technical direction for this sector’s work and advises the FEWS NET DST Senior Management Team (SMT) on associated technical and administrative priorities. The EDM Advisor has five main domains of responsibility, including: In consultation with relevant sector advisors and SMT, coordinating strategic planning for evidence development, including development of monitoring plans and planning for data/information collection. Developing, maintaining, and implementing policies, strategies, and management protocols, in accordance with USG regulations and in alignment with FEWS NET Data, Knowledge, and Learning Hub (Hub) guidance, for data created or collected by the FEWS NET DST. Managing and overseeing the DST’s work on data systems managed within the greater FEWS NET project, including advising on technical design specifications and data collection, processing, cleaning, and validation protocols and implementation. Strategic engagement on data management and data systems across the FEWS NET DST technical team, with other mechanisms within the broader FEWS NET team, and with external audiences. Managing data analysis and visualization systems within the DST domain, including survey data collection applications, ArcGIS mapping, and other systems as relevant. Responsibilities: Evidence collection planning and coordination Coordination of strategic planning for evidence development, including monitoring planning and data/information collection. Engagement with SMT, sectoral advisors, country staff, regional staff, and the Chemonics PST in order to identify evidence needs in relation to analytical priorities, develop proposals to collect priority information, and to identify solutions to resolve technical and logistical implementation challenges. Identification of opportunities for the DST to leverage public and partner data for DST analysis. Linkage of evidence collection efforts with data analysis and data management systems, processes, and tools. Develop knowledge management tools to ensure management-level visibility on DST information collection activities project-wide. Advising, as needed, on evidence-related IPC protocols, particularly in relation to IPC-compatibility, IPC evidence standards, and other relevant topics. Data analysis and visualization Lead development of DST project solutions in relation to key or intensive data analysis challenges. Coordination of retrospective analyses of the FEWS NET DST’s early warning analysis and communication for decision support by developing and supporting systems to review the quality, accuracy, consistency, and efficacy of the DST’s acute food insecurity early warning analyses. Support the exchange of lessons learned from retrospective analyses within the FEWS NET team and with external stakeholders, where relevant. Leading the development of new conceptual and practical tools to support flagging of threats to food security globally. Support, as needed, exploration, refinement, and adoption of artificial intelligence solutions in DST analysis and analytical workflow processes. Leading DST mapping efforts, including ArcGIS software management, managing map production workflows, and overseeing and supporting map production. DST data management Advising on and leading data management strategy for the FEWS NET DST and providing guidance and input to SMT on data-related issues, including on best practices and USG, U.S. Department of State, and USAID regulations, as applicable. Developing, maintaining, and managing the overall strategy and implementation of ingestion, cleaning, storage, protection, transfer, and documentation of FEWS NET DST data and information in accordance with USG regulations. Managing and overseeing the collection, processing, and submission of georeferenced agricultural, nutrition, FIPE, HFIC and cross-border trade data for FEWS NET coverage countries for the FDW. Identifying gaps and quality issues in newly submitted and existing data in the DST FDW domains, liaising with staff to resolve data quality issues and locating missing data sets in a timely manner. Coordinating DST staff contributions to and engagement with the FDW Identifying opportunities and gaps within the project’s sectors to establish/improve data management practices in the Home Office, Regional Offices and Country Offices. Leading and coordinating with other relevant DST members on the development of targeted training on data management. Identifying GIS support needs for the DST and appropriate technical solutions to meet those needs for DST work. Strategic engagement across broader FEWS NET mechanisms and with external audiences Serving as the DST liaison to the FEWS NET/USG Management Team and the FEWS NET Knowledge Base activity and other FEWS NET mechanisms on data-related issues. Managing and overseeing the DST’s engagement with the FEWS NET Data Explorer and Data Warehouse, including design, implementation, responding to USG and the public on relevant data queries, and ensuring regular updating of content. Overseeing the process of submitting FEWS NET DST data to the USG, through the Google environment and other avenues, as needed, in line with USG guidance and procedures and contract requirements. Leading DST participation, as appropriate, in Agile framework activities, such as sprint planning and weekly scrum calls with the FEWS NET/USG Management Team and the Hub. Supervision of evidence and data management staff Supervising DST home office data management specialist, GIS specialist, regional data coordinators, and GIS consultants, as applicable. In coordination with the DCOP-Innovation and the sector(s) assigned to capacity development, develop and help ensure continuous adherence to learning pathways for each staff member within the data sector. Requirements: Minimum 8 years of experience relevant to the evidence and data management work of FEWS NET, including a combination of evidence management, data management, food security analysis, and project management experience. Bachelor’s degree (or equivalent work experience) required, Masters degree preferred. Minimum three years' experience managing staff or teams preferred. Fluency in English required; French, Spanish, and/or Arabic language skills are desirable. Demonstrates knowledge of artificial intelligence concepts and tools, with the ability to apply them appropriately and responsibly to support efficiency, decision‑making, and problem solving in a dynamic business environment. Demonstrated leadership, versatility and integrity Previous experience living and working in a region or country in which FEWS NET project staff work is highly desirable. Knowledge of, and experience with Household Economy Analysis (HEA), key informant and survey-based data collection, market data collection, and IPC protocols are an advantage. Experience in supporting the coordination of multi-stakeholder activities preferred. Experience with US Government data policies and procedures preferred. Excellent writing and presentation skills preferred. Excellent interpersonal skills, including the ability to work well with field-based, local staff via telephone and e-mail. Excellent computer skills; GIS applications and mapping, and statistical software skills are an advantage. Experience with Google environment is desired.
