Spectrum/Surveillance Engineer - Multiple Levels

Overview Noblis is a federal services organization providing specialized engineering, acquisition, and program management services to the Federal Aviation Administration (FAA). The company supports the FAA's Air Traffic Systems and Surveillance Services directorates, working across the National Airspace System (NAS) to advance next‑generation air traffic management and surveillance capabilities. Responsibilities As a Spectrum / Radar Surveillance Engineer you will deliver highly technical services spanning spectrum engineering, radar system engineering, network and enterprise architecture, and satellite system engineering. Key duties include: Conducting tests and evaluations to verify system performance and reliability. Applying knowledge of RF communication, sensor technology, and signal processing to enable data collection and utilization for remote monitoring and aviation telemetry. Providing written technical reports on potential frequency interference issues for FAA review. Reviewing frequency assignment proposals for compliance with applicable policy and regulations. Applying spectrum‑use policy knowledge to determine proper and efficient use of radio frequency spectrum allocations. Performing separation standards analysis and participating in working groups with other services within the ATO, AVS, and stakeholder groups. Developing hardware and software systems to support surveillance, traffic flow, and automation platforms. Assessing the impact of 1030MHz or 1090MHz radio frequency on current and future surveillance infrastructure. Supporting design and implementation of interfaces among NAS facilities, primary radar systems, secondary surveillance, weather, and automation systems. Providing support for Reduced Oceanic Separation (ROS), including technical and operational analyses to develop inputs for benefit‑cost analysis and final investment decision support. Supporting activities related to planning, managing, executing, and maintaining system engineering processes, programs, and tasks. Engaging in systems engineering tasks involving design, development, testing, installation, implementation, integration, and transition of systems and components. Developing milestones for technical standards, surveillance‑automation interfaces, aircraft separation standards, system safety and risk management plans, human‑computer interface design, and system configuration baselines. Assisting in the development and management of system requirements documents, functional and performance specifications, concepts of operation, enterprise architecture products, traceability matrices, functional decomposition trees, interface documents (IRDs, ICDs), allocation of requirements among developmental systems, subsystems, modules, and non‑developmental components, and system test plans. Required Qualifications Strong expertise in spectrum management, radar systems, and systems engineering in the context of the National Airspace System. Extensive experience with frequency assignment proposals, separation standards, and interface design. Proven ability to conduct comprehensive system‑wide reviews and analyses. Experience developing requirements in the federal government space. Proficiency in performance modeling, analysis, and determination. Successful completion of an FAA background investigation, verification, and final suitability determination. Ability to work independently and as part of a team; proactive, solution‑oriented, with excellent time‑management skills. U.S. citizen or Green‑Card permanent resident who has resided in the U.S. for at least 3years. Ability to travel as required by the project. Desired Qualifications Knowledge of FAA regulations and standards. Familiarity with 1030MHz and 1090MHz radio frequency impact assessments. Experience developing and validating technical standards and safety plans. Knowledge of NAS Enterprise Architecture. Applied experience using System Architect, DOORS, CORE, and Cameo. Experience integrating new systems into the National Airspace System. Experience with Model‑Based System Engineering/Digital Engineering. Current support to FAA ATEPSII. FAA experience within the past 12months. Current FAA suitability. Education and Experience Requirements Senior‑level: Minimum 20years’ experience with a Bachelor of Science degree in an engineering discipline (Master’s or PhD may substitute 3years of experience). Compensation range: $138,420–$264,300 per year. Mid‑level: Minimum 10years’ experience with a Bachelor of Science degree in an engineering discipline (Master’s or PhD may substitute 3years of experience). Compensation range: $114,390–$198,575 per year. Junior‑level: Minimum 5years’ experience with a Bachelor of Science degree in an engineering discipline (Master’s or PhD may substitute 3years of experience). Compensation range: $64,620–$149,200 per year. Additional Information Locations may vary; primary on‑site locations include Washington D.C., Egg Harbor NJ, and Oklahoma City OK.
