Project Controls Manager

HGA is seeking a Project Controls Manager to support heavy civil and industrial construction operations in Houston, TX . This position is responsible for leading project controls functions across multiple projects, including cost management, scheduling, forecasting, change management, and performance reporting. The Project Controls Manager partners closely with project and operations leadership to provide accurate visibility into project performance, identify risks and trends, and support successful project execution and financial outcomes.

Key Responsibilities

• Lead project controls activities, including cost control, scheduling, forecasting, change management, and performance reporting.
• Develop and maintain project budgets, cash flow projections, forecasts, and Estimate at Completion (EAC) reporting.
• Oversee the development and maintenance of project schedules using Primavera P6.
• Monitor project progress, productivity, commitments, costs, and schedule performance while identifying risks and trends.
• Provide project performance reporting and analysis to project teams and executive leadership.
• Support change order management, claims documentation, and evaluation of cost and schedule impacts.
• Establish and maintain project controls processes, procedures, and reporting standards across multiple projects.
• Collaborate with Project Managers, Estimators, Accounting personnel, and field leadership to ensure accurate cost and schedule reporting.
• Lead and mentor project controls personnel to support organizational growth and project success.

Qualifications:

• Bachelor's degree in Construction Management, Engineering, Business, or a related field preferred.
• Significant project controls experience within heavy civil, industrial, infrastructure, or large-scale construction environments.
• Strong experience in cost management, forecasting, scheduling, change management, and project performance analysis.
• Advanced proficiency with Primavera P6 and project controls reporting systems.
• Experience supporting multiple concurrent projects and complex construction programs.
• Strong analytical, communication, and leadership skills with the ability to present project performance data and risks to senior management.
• Solid understanding of construction operations, cost structures, productivity metrics, and project execution methodologies.

Preferred Qualifications:

• Experience supporting heavy civil, industrial, energy, utility, or infrastructure construction projects.
• Experience developing and implementing project controls standards, procedures, and reporting systems.
• Proven ability to lead, mentor, and develop project controls teams.
