Director of Development
Under supervision of the Deputy Chief Executive Officer, the Director of Development works closely with the CEO and Deputy CEO as part of a team that will lead and implement HCAAC’s development strategic goals, objectives, and priorities by developing a pipeline of affordable rental communities. The Director will plan, organize, and manage all functions and activities assigned, including activities and coordination with outside agencies, public officials, and the communities. Responsible for originating, coordinating, and implementing all aspects of affordable housing project development from deal origination and feasibility through acquisition, construction, and closing. Projects will include new construction and acquisition/rehabilitation, as well as joint ventures with other developers.
Oversees/manages/prepares the financial management of funds for development all Capital Funds, HUD Funding, Department of Housing & Community Development Funding, and Arundel Community Development Services Funding in cooperation with the Finance Department.
Facilitate development partnerships with developers, community-based organizations, and local jurisdictions.
Conduct all physical, financial, and operational due diligence on properties during feasibility, acquisition, and predevelopment phases.
Prepare financing applications to public and private sources. Housing and Community Development for HOME, state and national housing trust funds, energy efficiency funds, and other housing assistance, including LIHTC 9% competitive and 4% bond financing with DHCD and ACDS, and Local, regional, and national banks.
Coordinate pre-development and development activities including but not limited to lender relationships, legal documents, financial planning including development and operating budgets with multiple sources, construction documents, and ongoing management of project financials.
Oversee compliance with city, state, and federal oversight agencies and with private investors/lenders.
Acquire properties from public agencies as well as from the private market.
Oversee Property financial statement preparation and assisting with financial statements as needed to prepare for year-end audits.
Research cost effective approaches to reduce operating expenses for all properties.
Communicates and interacts with Housing Commission, Housing Corporation and all other federal, state and local partners in redevelopment, development and similar real estate projects.
Interacts with HUD and all related affiliates on the RAD transactions of the company and the Housing Commission throughout the entire RAD transaction process.
Completes and coordinates all efforts on RAD related marketing, management, leasing, relocation, and FHEO obligations throughout the RAD transaction periods.
Leadership of pre-development and development meetings including interaction with public and private partners, neighborhood groups and attendance at public hearings.
Coordinates meetings, conference calls, and strategies needed for company real estate projects.
Acts as liaison between the company, the Housing Commission, Housing Corporation and all partners and stakeholders.
Reviews and maintains all required documents, checklists, summaries, plans and required elements related to applications, financing plans, development plans, closing and post-closing.
Monitors all required elements; including applications, checklists, forms, contracts, estimates, proposals, plans and other documents pertaining to redevelopment, development or acquisition of properties by the company.
Plans and coordinates all marketing and event activities for the company.
Prepares reports for Board of Commissioners.
Reviews and helps develop annual property management plan and operating budget.
Set up and maintain a detailed filing system for all projects.
Attend client meetings and assist with determination of project requirements. Educate the public on agency development.
Prepares, reviews, and approves requests for payment by vendors and contractors, contract change orders/time extensions, and contract settlement documents.
Prepares, reviews, and manages all documents relevant to the Capital Fund Program, including the preparation and submission of the required reports.
Manages information, contract ledger, cash flow analysis, and contract disputes resolutions.
Reconciles construction costs to budget line items and cost centers as they develop.
Corresponds with contractors, vendors, and HUD, as necessary.
Plans, directs, and coordinates construction projects with executive management, asset managers, residents, and contractors.
Inspects the progress and quality of work by contractors to insure consistency and compliance with mandated practices and technical specifications according to federal procurement procedures.
Monitors Federal Labor Standards Compliance consistent with federal guidelines as prescribed by HUD and Federal Labor Standards.
Resolves disputes and claims with contractors, vendors, suppliers, and residents.
Prepares, reviews, and approves all payments for subcontractors, consultants, and general contractors.
Maintains all capital and development filing systems.
Manages all HUD paperwork as required for Davis Bacon, Reporting, Section 3 Reporting, and MBE.
Bid and generate Request for Proposals as set forth in the HCAAC Procurement Policy Manual.
Procures Architectural, MEP Engineering, Civil Engineering, Sustainability, Energy Auditing, Environmental, Lead Paint Abatement, Utilities Abatement, and Radon Services, and Physical Needs Assessment.
Generates scope of work, design, drawings, and technical specifications.
Makes decisions concerning project scope, design and budget to be consistent with construction needs.
Prepares/reviews technical specifications and Project Manuals for projects.
Participates in long-term planning, assess the Commission's real estate development requirements, as defined by HUD and the Commission, for approval by management and the HCAAC Board of Commissioners.
Writes, distributes, collates, and interprets an annual survey of all residents and staff concerning their view of development needs within the Commission.
Performs/prepares/reports physical needs assessment, environmental reviews for all HCAAC properties.
Coordinates/plans construction and non-construction based activities that are allowable under the Comprehensive Grant Program, Community Development Block grants, or funded from other sources.
Identifies other sources of funding for HCAAC initiatives; initiates, researches, develops and writes grant proposals.
Presents the yearly Comprehensive Grant Submission to the public through a series of site meeting and public hearings.
Performs other related essential duties as required.

Bachelor's degree in Business Administration, Asset or Property Management, or related field supplemented experience with a minimum of ten years of construction field, field management, or related experience; or any equivalent combination of education, training and experience which provides the necessary knowledge, skills and abilities.
Must have five or more years' experience with Maryland DHCD Tax Credit programs, Affordable Housing Financing programs and federal housing conversion programs such as Demolition/Disposition and Rental Assistance Demonstration (RAD) at the agency or consultant level.
Knowledge of Project Based Vouchers and LIHTC development requirements; experience negotiating directly with HUD, HUD FHEO and other federal, state and local parties involved with federal housing conversions.
Must have extensive knowledge of all facets of federal housing conversion processes from application through negotiation and closing; including resident relocation strategies, Fair Housing strategies, modification and planning; navigating and negotiations with federal agencies and coordinating resources and documents issued to the federal government.
Ability to manage and direct a group of workers; ability to supervise, counsel and mediate; ability to persuade, convince, influence and train others; ability to advise and interpret on the application of policies, procedures and standards to specific situations; ability to explain, demonstrate and clarify to others within well-established policies, procedures and standards.
Ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, profit and loss, ratio and proportion.
Ability to comprehend a variety of reference books and manuals including Administrative Plan, HUD regulations, Maryland Annotated Code, Personnel Policy, etc.
Ability to prepare newsletters, reviews, reports, memorandum, correspondence, and other job related documents using prescribed format and conforming to all rules of punctuation, grammar, diction and style.
Ability to accurately record and deliver information, meet deadlines, and maintain confidentiality of restricted information.
Ability to use and interpret legal and basic computer terminology and language.
Ability to use independent judgment, common sense, and principles of influence in the performance of tasks.
