Senior Workforce Strategy Consultant

BELEN Network is recruiting for an experienced Senior Workforce Strategy Consultant to support complex workforce analytics, human capital strategy, and client advisory engagements.

This role combines advanced workforce analytics, labor economics, AI-enabled insights, and consulting leadership with responsibility for helping develop and grow client relationships. The ideal candidate can move comfortably between technical analysis, executive-level advisory work, and business development.

Key Responsibilities

• Translate workforce and business challenges into analytics-driven solutions
• Lead client engagements involving workforce strategy, HR analytics, labor market analysis, and AI-enabled workforce insights
• Design and develop workforce models, forecasts, and decision-support tools
• Conduct analyses involving pay equity, strategic workforce planning, labor market dynamics, retention, skills, and internal mobility
• Apply statistical and machine-learning techniques to complex workforce questions
• Analyze structured and unstructured data and translate findings into practical business recommendations
• Develop executive-ready dashboards, visualizations, presentations, and data stories
• Advise clients on workforce investments, organizational priorities, and implementation approaches
• Support responsible use of AI through model validation, explainability, bias review, privacy considerations, and appropriate governance
• Lead or contribute to proposals, client presentations, Statements of Work, and solution development
• Identify and qualify new client opportunities and support lead-generation activities
• Help manage the business-development process from prospecting and discovery through proposal development, commercial discussions, and closing
• Build and maintain strong client relationships and identify opportunities to expand existing engagements
• Support contract discussions and negotiation of project scope and commercial terms
• Contribute to reusable methodologies, analytical frameworks, proposals, and thought leadership

Required Qualifications

• 8+ years of relevant consulting experience in workforce strategy, HR analytics, labor economics, organizational psychology, or a closely related field
• Master’s or PhD in economics, industrial-organizational psychology, statistics, data science, computer science, labor relations, or another quantitative discipline
• Demonstrated experience in business development and client growth, including:
  • Lead generation and qualification
  • Sales process management
  • Client relationship management
  • Proposal development
  • Statement of Work development
  • Commercial or contract negotiations
  • New business acquisition and closing
• Proven ability to identify and develop new client opportunities and manage opportunities through the sales cycle
• Experience in pay equity analysis, strategic workforce planning, external labor market analysis, or comparable workforce consulting engagements
• Strong statistical and machine-learning capabilities, including regression, causal inference, time-series analysis, clustering, and predictive modeling
• Proficiency with analytical tools and languages such as Python, R, or SQL
• Experience with visualization platforms such as Tableau or comparable tools
• Demonstrated ability to work with large and varied datasets and convert technical findings into business actions
• Strong storytelling, presentation, client-facing communication, and project-leadership skills

Preferred Qualifications

• Experience applying AI or machine-learning methods to workforce or HR analytics
• Familiarity with large language models and responsible AI practices
• Experience building workforce forecasting models, skills taxonomies, retention-risk models, or internal-mobility solutions
• Experience helping clients move from analytical insights into implementation
• Strong understanding of AI governance, explainability, privacy, validation, and bias mitigation
• Experience developing new consulting offerings, methodologies, or thought leadership
