Scope Of Services:

Provide product management leadership including defining key requirements and features for the NYC Secure App based on user research, integrating stakeholder input, and developing the build, test, and launch strategy and roadmap for the project. Also lead project management ensuring integration with other OTI departments and timely completion of deliverables across engineering and design.

Key Responsibilities:

• Functional Specifications — Author detailed technical requirements for the NYC Secure App rebuild, with a focus on the call and text filtering engine functionality and performance standards.
• KPI Development — Define measurable success metrics for the project including scam detection accuracy rates, app adoption targets, and engagement benchmarks across vulnerable user populations.
• Stakeholder Coordination — Partner with the 311 team to map information needs and resource page architecture, ensuring alignment with existing call-center operations and workflows.
• Integration Oversight — Lead the technical roadmap for embedding new web resources into the nyc.gov ecosystem, minimizing infrastructure complexity and avoiding redundant systems.
• Privacy & Compliance — Serve as the accountable lead for ensuring all product solutions adhere to NYC data privacy policies and security requirements throughout the build lifecycle.
• User Research Leadership — Drive accessibility-focused user research with elderly and immigrant New Yorkers, translating findings into inclusive product features and design decisions.
• Roadmap & Milestone Planning — Build and maintain a phased product roadmap with clearly defined milestones covering beta launch, 311 resource page release, and full public rollout.
• Risk Management — Proactively identify and address technical, operational, and user experience risks that could impact delivery timelines or overall project success.

Mandatory Skills/Experience:

At least 8 years of experience as a product manager or in technical leadership. Experience leading and managing the design and build responsive websites and applications in collaboration with engineers and designers.

Experience launching products with user-centered design practices.

Experience defining product requirements and key success metrics for a project.
