Fleet Maintenance Foreman I (Water) (2600006F) Position Grade: 211T Department: Water Division Job Type: Full-Time (Permanent) Examination Number: EX1612 Location: Chain of Rocks Water Treatment Plant Incumbents in this position are responsible for supervising automotive and heavy equipment repair, overhaul, and maintenance functions as well as personnel. Essential Functions and Responsibilities Supervises the repair of light and heavy duty vehicles, diesel and air brake systems. Handles the hiring and performance appraisals of Fleet Maintenance Technicians. Operates welding equipment. Estimates repairs and subsequently orders parts. Assists subordinates in diagnosis and repair malfunctions to all systems. Supervises/performs routine vehicle and equipment preventative maintenance inspections. Uses a computer for purchasing and record keeping. Performs other duties as assigned. Knowledge, Skills, and Abilities Data Utilization: Ability to perform mid to upper-level data analysis, coordinate, strategize, systemize and correlate, using discretion to determine time, place and/or sequence of operations within an organizational framework; implement decisions based on such data, and oversee the execution of these decisions. Human Interaction: Ability to persuade, convince, influence, train and monitor the work of subordinates in favor of a desired outcome; act as a lead person. Equipment, Machinery, Tools and Materials Use: Ability to operate equipment and machinery requiring monitoring multiple conditions and making multiple, complex and rapid adjustments, such as engine diagnostic equipment, city vehicles and heavy equipment, mechanic's tools, drill press, welder, forklift, hydraulic press, battery tester, steam cleaner, power washer, computer terminal, calculator and telephone; repair complex equipment and machinery. Verbal Aptitude: Ability to utilize a variety of advisory data and information such as safety regulations, work orders, equipment maintenance and repair manuals, diagrams/schematics, engine oil analysis reports, time cards, performance evaluations, personnel policies, purchase orders and parts manuals. Mathematical Aptitude: Ability to perform addition, subtraction, multiplication and division; calculate percentages and decimals; perform basic algebra. Functional Reasoning: Ability to carry out instructions furnished in written, oral or diagram form; involve semi-routine standardized work with some latitude for independent judgment regarding choices of action. Situational Reasoning: Ability to exercise judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria. Environmental Factors: Tasks may risk exposure to adverse environmental conditions such as dirt, dust, fumes, temperature and noise extremes, machinery, vibrations, traffic hazards and toxic/poisonous agents. Physical Requirements: Tasks involve the regular and sustained performance of moderately physically demanding work, typically involving stooping, kneeling, crouching, crawling, lifting, carrying, pushing, pulling of objects weighing 50 to 100 pounds; stand for long periods of time. Sensory Requirements: Ability to recognize and identify individual characteristics of colors and odors to determine condition of fluids, distinguish shapes, determine if equipment is operating correctly by hearing, and detect wear by texture. Qualifications Experience: Five years of experience diagnosing, repairing and maintaining heavy trucks (over 25,000 lb. GVW) and/or construction equipment, automobiles, and landscaping equipment. OR an equivalent combination of education, training and experience. Hand Tools: Employees must furnish their own set of hand tools. License: Must possess and maintain a valid Commercial Driver's License (Class A or B with Air Brakes endorsement) while employed by the City of St. Louis. Must possess license at the time of filing application and be able to present it upon request.
